Objectives

To procure integrated professional engineering and environmental consulting services for upgrading waste management infrastructure and securing statutory air quality compliance at designated correctional facilities in the Eastern Cape.

Scope

The contract encompasses works at three correctional centres: Kirkwood Middle Drift, St Albans, and Middle Drift. Key activities include:

• Repairing and maintaining the red meat abattoir and an existing incinerator at Kirkwood Middle Drift.
• Repairing and maintaining the white meat abattoir and constructing a new incinerator at St Albans.
• Applying for Atmospheric Emission Licences (AELs) for the incineration facilities at both locations.

Technical Requirements

• Functionality Threshold: Bidders must achieve a minimum score of 60 out of 100 on the functionality criteria to qualify for further evaluation.
• Registration: Mandatory registration on the National Treasury Central Supplier Database (CSD).
• Evaluation Model: An 80/20 preference point scoring system applies, allocating 80 points to technical functionality and 20 points to socio-economic development preferences.
• Clarifications: No formal tender clarification meetings will be conducted.

Skills Requirements

Bidders must assemble a multidisciplinary team comprising the following qualified professionals:

• Lead Professional Town and Regional Planner
• Professional Civil Engineer or Technologist
• Professional Electrical Engineer or Technologist
• Professional Mechanical Engineer or Technologist
• Environmental Assessment Practitioner registered with either EAPASA or SACNASP

Additionally, bidders must demonstrate proven experience in completed town and regional planning projects and provide evidence of financial credibility.
