Objectives

The primary objective of this tender is to outsource the provision of sanitary hygiene equipment (SHE) bins services at the Port of East London Multi-Purpose Terminal for a period of 36 months. The service includes the collection and safe disposal of sanitary waste from SHE bins across various terminal locations. The aim is to ensure hygienic waste management, compliance with safety standards, and operational efficiency through a partnership with a qualified service provider.

Scope

The scope of work encompasses:

• Provision and maintenance of SHE bins at designated locations within the terminal.
• Regular collection and disposal of sanitary waste, including ad-hoc services as required by TPT.
• Use of the provider’s own equipment and tools, ensuring vehicles are roadworthy and licensed.
• Adherence to safety, health, and environmental standards throughout service delivery.
• Compliance with relevant legislation and TPT’s safety and operational procedures.
• Submission of required documentation, including risk assessments, medical certificates, and disposal certificates.

Technical Requirements

The technical requirements include:

• Submission of a minimum of three reference letters demonstrating similar service experience (30 points).
• Provision of a valid driver’s license for the driver(s) involved in terminal services (30 points).
• Minimum of one employee working at the terminal once a month or as needed, with valid South African ID documents.
• Use of appropriate equipment and tools, kept out of operational pathways.
• Compliance with safety induction, PPE requirements, and ad-hoc safety audits.
• Adherence to legislation including Occupational Health and Safety Act, Labour Law, and Hazardous Substances Act.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Qualified and experienced personnel trained in SHE procedures and safety protocols.
• Personnel must have undergone safety awareness training and be familiar with their duties under the Occupational Health and Safety Act.
• Personnel must possess valid medical certificates and PPE issued and maintained properly.
• Drivers must hold valid driver’s licenses suitable for terminal operations.
• Ability to prepare and submit all required documentation, including risk assessments, disposal certificates, and SHE policies.
• Capability to operate and maintain equipment safely and efficiently within the terminal environment.
