Objectives

The primary objective is to restore and maintain critical medical infrastructure within the Intensive Care Unit (ICU) plant at Victoria Mxenge Hospital. The procurement ensures uninterrupted operation of essential compressor and vacuum pump systems through targeted repairs, component replacements, and thorough cleaning, thereby maintaining a safe, compliant, and clinically functional environment.

Scope of Work

The contract covers the repair and maintenance of nine specific items within the ICU plant facility. Key tasks include:

• Replacing pressure switches and fan assemblies across multiple wall locations.
• Installing and reinstalling belt covers and guards for dual vacuum pump systems.
• Repairing exhaust components and thoroughly cleaning the plant area of oil deposits and dirt.
• Replacing a faulty pump with an overhauled V255 vacuum pump system assembly.

Work must be completed within one calendar month (20 working days), with a maximum of five units addressed per day. Contractors are required to submit detailed work plans, complete daily job sheets, and provide after-service reports.

Technical Requirements

• Registration & Grading: Bidders must hold a valid CIDB contractor registration with a minimum grading of 1ME.
• Core Business Proof: Documentation confirming that compressor and vacuum pump repairs constitute the company’s core business.
• Material Specifications: A detailed Bill of Quantities (BOQ) listing all materials and spares is mandatory. Labor costs must be quoted separately, and generic terms like “consumables” or “sundries” are prohibited.
• Warranty & Guarantees: All new materials must carry a twelve-month guarantee, while repairs carry a six-month guarantee. Extended warranties apply if replacements occur during the initial guarantee period.
• Safety & Compliance: Submission of a comprehensive Occupational Health and Safety (OHS) safety file prior to commencement, including risk assessments, competency certificates, PPE registers, and legal appointments.
• Invoicing Protocol: Payments will be processed on a cost-proven basis. The full original quotation amount must be invoiced, with credit notes issued for any unused portions.
• Evaluation Criteria: An 80/20 preferential procurement system applies, allocating 80 points for price and 20 points for enterprises operating within the EThekwini district.

• A trade-tested mechanical fitter with extensive, verifiable experience in compressor and vacuum pump repairs must be employed by the bidder.
