The primary objective of this tender is to appoint a qualified service provider to support the design, facilitation, and documentation of the Inclusive Land Framework (ILF).   • South African land tenure systems, including communal land, traditional authorities, and land reform policies.
  • Legal frameworks such as NEMPAA, Restitution of Land Rights Act, SPLUMA, CPA, Trust Property Control Act, and traditional land governance.
  • Conservation and biodiversity legislation, including co-management agreements, stewardship models, and OECMs.
  • Designing participatory processes, co-creation, and deliberative dialogue frameworks (e.g., VCA, social compacting).
  • Facilitating multi-stakeholder engagement, especially with communities, traditional leaders, government, and civic society.
  • Producing stakeholder input reports, policy documents, and high-level presentations suitable for Board and EXCO approval.
  • Grounding the ILF in viable economic pathways such as biodiversity economy, community benefit-sharing, and nature-based livelihoods.
