Tender Summary

Objectives

The primary objective of this tender is to appoint a qualified service provider to support the design, facilitation, and documentation of the Inclusive Land Framework (ILF). The provider will offer technical input, facilitate stakeholder workshops at both regional and national levels, and assist in revising the ILF to ensure it effectively promotes voluntary, partnership-based land inclusion, strengthens land rights, enhances biodiversity outcomes, and unlocks socio-economic benefits for marginalized landholders.

Scope

The scope encompasses:

  • Supporting the development of the ILF through phased engagement within the Greater Kruger Mega Living Landscape and national stakeholders.
  • Facilitating workshops in local and national contexts, including civic society and government entities.
  • Providing technical, legal, institutional, and implementation guidance on land tenure, conservation legislation, co-management, and benefit-sharing pathways.
  • Ensuring stakeholder participation, capturing diverse inputs, and producing reports and policy frameworks suitable for high-level decision-making.
  • Supporting the revision and finalization of the ILF based on stakeholder inputs and feedback.

Technical Requirements

The service provider must demonstrate expertise in:

  • South African land tenure systems, including communal land, traditional authorities, and land reform policies.
  • Legal frameworks such as NEMPAA, Restitution of Land Rights Act, SPLUMA, CPA, Trust Property Control Act, and traditional land governance.
  • Conservation and biodiversity legislation, including co-management agreements, stewardship models, and OECMs.
  • Designing participatory processes, co-creation, and deliberative dialogue frameworks (e.g., VCA, social compacting).
  • Facilitating multi-stakeholder engagement, especially with communities, traditional leaders, government, and civic society.
  • Producing stakeholder input reports, policy documents, and high-level presentations suitable for Board and EXCO approval.
  • Grounding the ILF in viable economic pathways such as biodiversity economy, community benefit-sharing, and nature-based livelihoods.

Skills Requirements

The successful bidder must possess:

  • Deep understanding of South African land tenure and conservation legislation.
  • Proven experience in land reform, communal land governance, and social compacting processes.
  • Strong facilitation skills in multi-stakeholder, high-conflict environments.
  • Expertise in participatory process design, co-creation, and deliberative dialogue methodologies.
  • Legal advisory experience related to land use, traditional authority roles, and co-management agreements.
  • Experience in biodiversity economy initiatives, community benefit-sharing, and livelihoods development.
  • Ability to produce comprehensive stakeholder reports, policy frameworks, and Board-ready documentation.
  • Capacity to accurately capture divergent views, maintain neutrality, and ensure traceability of stakeholder inputs.
  • Strong communication skills to articulate inputs and next steps to diverse stakeholder groups, including communities and government.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
