Objectives

The primary objective of this tender is to procure and install an Aerial Bundle Conductor (ABC) system for street lighting within Sol Plaatje Municipality. The project aims to enhance street light supply reliability and address issues related to theft and vandalism of underground cables by transitioning to aerial conductors.

Scope

The scope of work includes:

• Installation of Aerial Bundle Conductors for street lights.
• The municipality will provide all necessary materials.
• The contractor is responsible for supplying tools and equipment.
• The contractor must prepare and submit a Health and Safety File upon appointment.
• Execution of work involves excavation, pole dressing, wiring, and connection of street lights to the ABC system.
• The project includes drilling, wiring, and connecting streetlight fittings to pole top boxes, using equipment such as boom trucks or cherry pickers.
• The services are to commence on the contract signing date, with a possibility for extension.

Technical Requirements

The technical specifications include:

• Complete installation of ABC system on designated street light poles.
• Compliance with Electrical Installation Regulations, 2009, and certification of electrical work.
• Provision of a detailed pricing schedule per item, including dressing poles, excavating, wiring, and connecting streetlights.
• Submission of at least three project references of similar work successfully completed.
• Adherence to safety standards and submission of a Health and Safety File.
• Pricing must be valid for at least 30 days from the closing date.

Skills Requirements

The bidder must demonstrate:

• Experience in electrical installation projects, specifically involving street lighting and aerial conductors.
• Capability to undertake excavation, wiring, and pole dressing activities safely and efficiently.
• Provision of qualified personnel with relevant technical skills and certifications.
• Ability to prepare and submit comprehensive Health and Safety documentation.
• At least three references of similar completed projects, showcasing technical competence and reliability.
