Objectives

The primary objective is to enhance facility security and patient safety at Northdale Hospital by securing ward passages and adjacent areas. The project aims to prevent unauthorized access and patient escape through the strategic installation of burglar gates, complemented by targeted structural repairs and window replacements.

Scope of Work

The contract encompasses the supply, fabrication, installation, repair, and finishing of security barriers across multiple hospital wards. Execution must be completed within one week of the official order. Key deliverables include:

• Installation of burglar gates in eight designated ward passages (H, Male Isolation, Q, A, F, C, G, and O), including removal of an existing gate in the O-ward.
• Replacement of a broken and rusted basement entrance gate to match existing dimensions.
• Substitution of 24 glass windows in the C-Ward with clear perspex sheets, sealed with putty and painted white.
• Installation of mesh wire on four windows in the C-Ward utility and sluice rooms, finished with primer and black paint.
• Repair of three falling window mechanisms in the C-Ward and restoration of a broken boiler gate.
• Painting of all newly installed and existing gates with primer and black finish.
• Submission of a comprehensive health and safety compliance file prior to mobilisation.

Technical Requirements

All works must adhere to the Occupational Health and Safety Act 85 of 1993 and Department of Health standard specifications. Technical parameters include:

• Gate Specifications: 2-metre length, mounted 10 centimetres above the floor. Fabricated from hot-dip galvanized steel using 25x25x3mm square tubing and 10mm solid square bars. Must feature single-entry designs with locking systems and be secured via bullet hinges.
• Window Replacements: 5mm thick clear perspex (97cm x 28cm) and 5mm mesh wire (126cm x 102cm).
• Finishing & Standards: All metalwork requires primer and black paint. Materials must meet SABS approval standards.
• Quality Assurance: Post-installation functional and security testing will be conducted by hospital maintenance personnel before acceptance.

Skills and Qualification Requirements

Bidders must demonstrate verified capability and regulatory compliance:

• Valid Construction Industry Development Board (CIDB) registration at Grade 1ME or higher.
• Evidence of certified trade test welders for all fabrication and installation tasks.
• Documented proof of at least one completed project involving similar mechanical structures, burglar gates, or carports, supported by a completion certificate.
• Deployment of competent, skilled artisans under the direct supervision of a qualified site representative.
• Mandatory submission of a detailed health and safety management file.

Key Terms and Conditions

Several procurement and contractual elements require careful attention:

• Hot-dip galvanising: An industrial process where steel is submerged in molten zinc to create a durable, corrosion-resistant coating, ensuring longevity in high-traffic healthcare environments.
• CIDB 1ME Grading: A foundational national construction classification indicating basic capability in mechanical and electrical works.
• 80/20 Preference Point System: A South African public procurement evaluation model allocating 80% of scoring to competitive pricing and 20% to socio-economic goals. Full preference points are exclusively reserved for youth-owned enterprises.
• Compulsory Briefing Session: Attendance at a mandatory site orientation is strictly enforced; failure to attend results in automatic disqualification.
• Submission Protocol: Quotations must be physically delivered in sealed envelopes to the hospital’s tender box before the closing time. Electronic submissions are rejected, official government forms must be used without alteration, and original wet signatures are mandatory.
• Guarantee Period: Service providers must guarantee all repairs and supplied materials for a minimum of six months, while new installations carry a twelve-month warranty against defects in workmanship or materials.
