Objectives

The primary objective of this tender is to enhance patient safety and facility security at Northdale Hospital by preventing ward patients from escaping. This will be achieved through the professional supply, installation, and finishing of burglar gates across designated ward passages, complemented by targeted structural repairs and window replacements.

Scope of Work

This is a once-off service contract with a strict execution period of one week from the date of the official order. The scope encompasses:

• Supplying and installing burglar gates across eight distinct ward passages, with widths ranging from 1.45m to 1.57m.
• Repairing a broken boiler entrance gate and replacing a rusted basement entrance gate to match existing dimensions.
• Replacing glass windows in the C Ward with clear perspex sheets, sealing with putty, and painting white.
• Installing mesh wire on specified utility and sluice room windows.
• Repairing three malfunctioning window mechanisms in the C Ward.
• Priming and painting all newly fabricated and existing passage gates with black paint.
• Preparing and submitting a comprehensive health and safety file prior to mobilisation.

Technical Requirements

All works must strictly adhere to the Occupational Health and Safety Act and utilise certified materials. Key technical parameters include:

• Gate Fabrication: Gates must be 2m long, mounted 10cm above the floor, and constructed using 25x25x3mm square tubing with 10mm solid intermediate bars. Fixings must utilise bullet hinges, and each gate must operate as a single unit with a secure locking mechanism.
• Surface Treatment: All steel components must undergo hot-dip galvanisation, followed by priming and black painting to ensure durability and corrosion resistance.
• Glazing & Mesh: Replacement panes require 5mm thick clear perspex (97cm x 28cm). Window mesh must conform to existing utility room dimensions (126cm x 102cm).
• Quality Assurance & Warranty: Post-installation testing will be conducted alongside hospital maintenance staff. The contractor must provide a minimum six-month guarantee for repairs and supplied materials, and a twelve-month guarantee for new installations.

Skills and Qualification Requirements

Bidders must demonstrate statutory compliance and proven technical capability:

• CIDB Registration: Valid Construction Industry Development Board grading of 1 ME or higher is compulsory.
• Trade Certification: All welding and metal fabrication must be executed by trade-tested welders under the direct supervision of a competent site representative.
• Proven Track Record: Submission of documentary proof of at least one completed project involving similar mechanical structures, burglar gates, or carports, including a client completion certificate.
• Safety Documentation: A fully compliant health and safety file must be submitted before any site activities commence.

• SABS Approved: Denotes that all materials and manufacturing processes comply with the mandatory quality, safety, and performance standards established by the South African Bureau of Standards.
• 80/20 Preference Point System: A government procurement evaluation framework where 80% of the award score is determined by price competitiveness, and 20% is reserved for socio-economic transformation goals, specifically granting full points to youth-owned enterprises.
