Objectives

The primary objective of this tender is to supply, install, and provide maintenance for a High Definition (HD) IP CCTV system at Ladysmith Regional Hospital, KwaZulu-Natal, South Africa. The project includes the complete installation of CCTV cameras, training personnel, and ensuring system reliability through a comprehensive maintenance plan over a period of 24 months, with options for extended maintenance. The goal is to enhance security, safety, and surveillance capabilities within the hospital premises.

Scope

The scope encompasses:

• Supply and installation of HD IP CCTV cameras across designated areas within Ladysmith Regional Hospital.
• Removal of existing analogue CCTV systems and replacement with modern IP-based systems.
• Commissioning, configuration, and testing of the CCTV system.
• Training of hospital staff on system operation and management.
• Provision of maintenance services, including preventative, corrective, and breakdown maintenance, for 24 months post-installation.
• Provision for system expansion and future scalability.
• Adherence to relevant standards, regulations, and safety requirements.

Technical Requirements

The technical specifications include:

• High-quality, HD IP dome, swivel, semi-dome, and bullet cameras with auto-iris and auto-focus lenses.
• Minimum resolution of 1080p at 30fps, with low-light capability (0.0 Lux).
• Weatherproof, vandal-resistant cameras suitable for outdoor and indoor environments.
• Network Video Recorders (NVRs) capable of supporting at least 30 cameras with a minimum of 4TB storage, storing images for 90 days.
• Monitors not less than 40 inches, mounted for ease of viewing.
• Structured cabling with proper labeling, conduit, and cable management, complying with relevant standards.
• Redundancy systems, surge protection, and reliable power supplies (including UPS with at least 60 minutes backup).
• Secure access with encryption, password protection, and user level controls.
• Compliance with standards such as EN 50132-1, BSIA, SABS, SANS, and electrical safety regulations.
• System design allowing future expansion and integration with existing infrastructure.

Skills Requirements

The project demands personnel with:

• Competent technicians and engineers experienced in electronic security systems, CCTV installation, and configuration.
• Minimum of 3 years’ experience in installing and configuring IP and analogue CCTV systems.
• Knowledge of network security, data backup, and system encryption.
• Ability to develop and implement maintenance control plans, including preventative and corrective maintenance.
• Proficiency in reading and updating technical drawings, wiring diagrams, and system manuals.
• Qualified personnel with relevant certifications (e.g., PSIRA registration, technical qualifications).
• Capability to train hospital staff and provide ongoing technical support during and after installation.
