Objectives

The primary objective of this tender is to appoint a service provider responsible for the internal collection and removal of waste, including general and medical waste, from wards, departments, and sections of St Andrews Hospital. The service aims to ensure safe, compliant, and efficient waste management within the hospital environment for a period of 12 months.

Scope

The scope encompasses:

• Provision of on-site waste handlers, including 4 staff members and a team leader, trained in healthcare risk waste management.
• Daily collection, labelling, weighing, and recording of waste streams from various hospital points.
• Handling of all types of waste, including infectious, sharps, and general waste, with proper labelling and storage.
• Conducting regular site visits, staff supervision, and refresher training to maintain compliance.
• Provision of uniforms, PPE, and necessary safety equipment for staff.
• Adherence to infection control, safety standards, and hospital policies.
• Reporting non-compliance, managing emergencies, and maintaining waste registers and documentation.

Technical Requirements

The technical specifications include:

• Provision of 4 trained waste handlers (2 male, 2 female) with minimum ABET/MATRIC education.
• Staff to work in shifts: 3 during weekdays (Monday to Friday) and 1 on weekends/public holidays.
• Proper training in healthcare risk waste management, with proof of training provided.
• Appointed team leader with relevant experience and training, responsible for supervision and service delivery.
• Weekly site visits by senior representatives and quarterly refresher training sessions.
• Provision of PPE, uniforms, and safety gear, including embroidered clothing, safety boots, gloves, goggles, and rain suits.
• Compliance with occupational health and safety regulations, including the development of safety files and risk assessments.
• Proper handling, decontamination, and disposal procedures for waste, with documentation and record-keeping.
• Adherence to hospital-specific waste collection points and operational protocols.

Skills Requirements

The successful bidder must demonstrate:

• At least 3 years of relevant experience in healthcare waste management or hospital cleaning services.
• Proven ability to manage and supervise waste handling staff effectively.
• Knowledge of occupational health and safety standards, infection control, and waste management regulations.
• Capacity to provide trained personnel with proof of relevant training and certifications.
• Ability to develop and maintain safety and environmental health files compliant with legislation.
• Strong communication skills, including the ability to give clear instructions and report effectively.
• Demonstrated commitment to professionalism, confidentiality, and courteous service delivery.
