Objectives

The primary objective of this tender is to supply, deliver, and install precast concrete barrier blocks at Olifantsvlei Cemetery to effectively close existing openings of a total length of 43 meters. The project aims to enhance security by preventing unauthorized vehicle access while allowing future relocation if necessary. Additionally, the tender seeks to ensure compliance with relevant safety, quality, and environmental standards, and to promote ethical and responsible procurement practices.

Scope

The scope of work includes:

• Supply of precast reinforced concrete barriers with interlocking/hinged connections and certified lifting points, suitable for handling by plant such as TLB.
• Transport and delivery of barriers to the specified site at Olifantsvlei Cemetery.
• Installation, placement, and positioning of barriers to close off three sections, totaling 43 meters in length.
• Compliance with all relevant specifications, standards, and safety regulations, including site inspections and adherence to environmental management protocols.
• Provision of all necessary materials, labor, and equipment, including safety measures, site establishment, and disposal of damaged materials.

Technical Requirements

The technical specifications mandate that:

• Barriers must be precast reinforced concrete units with high-yield steel reinforcement, designed to prevent cracking during handling and service.
• Each barrier unit should be fitted with lifting points and interlocking connections to ensure stability and ease of installation.
• Alternative dimensions (between 2 to 3 meters) may be proposed, provided stability and performance criteria are met.
• Materials and workmanship must comply with the latest editions of relevant standards, including SANS requirements.
• Barriers should be positioned to prevent unauthorized access but allow future relocation using appropriate plant equipment.

Skills Requirements

The successful bidder must demonstrate:

• Experience in supplying and installing precast concrete barriers or similar civil engineering works.
• Proficiency in interpreting technical specifications and standards related to reinforced concrete products.
• Capability to plan and execute installation within the stipulated timeframe of two weeks.
• Compliance with occupational health and safety regulations, including the provision of safety plans and site management.
• Ability to manage logistics, including transportation, site setup, and waste disposal, efficiently and safely.
• Knowledge of environmental management practices and disposal procedures for hazardous or damaged materials.
