JCPZ/RFQ/ADMIN100/2026 NPC Assesment-CIPC Compliance
The primary objective is to procure a qualified service provider to conduct a Non-Profit Company (NPC) assessment, manage Accounts Receivable (AR) submissions, ensure statutory compliance with the Companies and Intellectual Property Commission (CIPC), and perform iXBRL conversion for financial reporting purposes.
The successful bidder will deliver comprehensive compliance and reporting services, including NPC structural evaluation, AR submission processing, adherence to CIPC regulatory obligations, and technical conversion of financial data. All quotations must represent firm prices inclusive of delivery, insurance, unemployment insurance fund contributions, and skills development levies. The awarded contract will require the execution of a written contract form (MBD7).
While explicit skill matrices are not detailed in the invitation, the scope necessitates professionals with proven expertise in South African corporate and non-profit regulatory compliance. Required competencies include proficiency in CIPC statutory filing workflows, NPC status verification procedures, and advanced knowledge of financial data conversion standards. Practitioners should hold relevant qualifications in accounting, auditing, or corporate governance and demonstrate practical experience with regulatory submission platforms and compliance auditing.
Evaluation follows an 80/20 preference point system: 80 points allocated to price competitiveness and 20 points to specific transformation goals, specifically targeting enterprises that are 51% or more women-owned. Failure to submit verified proof for claimed preferences will result in zero points for those goals. All bids remain subject to the Preferential Procurement Policy Framework Act, General Conditions of Contract, and applicable municipal supply chain regulations.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
