Objectives

The primary objective is to equip designated Safety, Health, and Environment (SHE) Representatives with the theoretical knowledge and practical competencies required to fulfill their statutory duties. The training aims to foster a proactive safety culture, ensure regulatory compliance, and enable representatives to effectively contribute to maintaining a safe and healthy workplace.

Scope

• Deliver face-to-face SHE Representative Training for forty (40) nominated employees, divided into two groups.
• Conduct a two-day intensive program per group covering the Occupational Health and Safety Act (No. 85 of 1993), SHE Representative roles and responsibilities, workplace inspection protocols, incident and accident investigation procedures, and Health and Safety Committee participation.
• Provide all training materials, stationery, and necessary learning resources.
• Issue Certificates of Competence or Attendance to successful participants.
• Submit signed attendance registers, assessment results, and a comprehensive training completion report to the client.

Technical Requirements

• Hold valid accreditation for SHE Representative Training issued by the Quality Council for Trades and Occupations (QCTO) or an approved Quality Assurance Partner.
• Align all training modules with recognized unit standards, clearly documenting titles, numbers, NQF levels, credits, and the overseeing QA partner.
• Submit completed municipal bidding documents (MBD 1, 3.1, 4, 6.1, 8, and 9), a valid COIDA Letter of Good Standing, proof of residence for all directors, and a Central Supplier Database (CSD) vendor number.
• If applying as a joint venture, provide a comprehensive agreement detailing financial contributions, risk/liability allocation, management structure, and dispute resolution mechanisms.
• Maintain quotation validity for thirty days following the closing date.

Skills Requirements

• Deploy fully accredited facilitators, assessors, and moderators authorized to deliver occupational health and safety instruction.
• Demonstrate expert knowledge of South African OHS legislation, practical experience in workplace safety audits, incident investigation methodologies, and H&S committee facilitation.
• Possess strong instructional design and assessment capabilities to evaluate delegate performance, issue official certification, and compile detailed compliance reports.

• QCTO: The national body responsible for developing, accrediting, and quality-assuring occupational qualifications and training programs in South Africa.
