Objectives

The primary objective is to secure a qualified contractor to install reliable backup power generation systems at designated Justice and Constitutional Development facilities. This ensures uninterrupted operational capacity for critical judicial, administrative, and security functions across multiple government sites.

Scope of Work

The contract encompasses the complete installation of backup generators at the following locations:

• Various Magistrate’s Offices (Hardach, Kwa-thema, Dunnottar)
• Mineralia Building, Braamfontein
• Fochville facility

All associated civil, mechanical, and electrical works, including equipment delivery, foundation preparation, wiring, testing, commissioning, and handover, are included. Contractors must also satisfy all responsiveness criteria detailed in the official tender documentation.

Technical Requirements

• CIDB Certification: Minimum Construction Industry Development Board (CIDB) Grade 4 EB registration is mandatory.
• Compliance Standards: All installations must meet national electrical safety codes, environmental regulations, and municipal bylaws.
• Documentation: Submissions must strictly adhere to the prescribed format and address every responsiveness criterion outlined in the tender package.

80/20 Preference Point Scoring System: A standard South African public procurement evaluation framework where 80 points are awarded based on price competitiveness and 20 points are allocated for socio-economic transformation targets. The total score determines bidder ranking.

Specific Goals: Points are awarded to enterprises demonstrating transformation metrics, requiring at least 51% ownership by black individuals, women, persons with disabilities, or youth. Additional preference is granted to contractors operating within the local municipality, district, metro, or province where the services are rendered.

CIDB Grading 4 EB: The Construction Industry Development Board classification denoting competency in Electrical Building Works.
