Objectives

The primary objective of this tender is to secure a service provider for the provision of cleaning and hygiene services at the Justice: PMB Family Advocate for a period of 24 months. The goal is to ensure a clean, hygienic, and well-maintained environment in accordance with specified standards and requirements.

Scope

The scope includes the supply and delivery of comprehensive cleaning and hygiene services, which encompass:

• Provision of cleaning and hygiene services over 24 months.
• Supply of cleaning materials, consumables (including half-yearly supplies), hygiene services (chemical and air fresheners), and installation of dispensers.
• Provision of equipment rentals such as mops, vacuums, and polishers.
• Implementation of safety and security measures, including security clearance and confidentiality protocols.
• Adherence to health and safety regulations, reporting incidents, and managing urgent works.
• Compliance with contractual, legislative, and technical requirements as detailed in the tender documents.

Technical Requirements

The technical requirements specify that the service provider must:

• Supply firm prices inclusive of all costs, taxes, and delivery charges.
• Provide detailed pricing schedules covering salaries, cleaning materials, consumables, hygiene services, installations, and equipment.
• Ensure all cleaning materials and consumables meet safety standards and are SABS approved where applicable.
• Deliver hygiene chemicals, air fresheners, urinal mats, and other hygiene-related services weekly or monthly as specified.
• Install dispensers and rental equipment as per specifications.
• Maintain quality standards, including testing of materials and workmanship.
• Comply with health and safety plans, security clearance, and confidentiality obligations.
• Adhere to the project timelines, including delivery, installation, and completion of identified projects.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services, preferably in government or similar institutional environments.
• Capability to supply qualified personnel with relevant experience and capacity to deliver services diligently.
• Knowledge of health and safety regulations, security procedures, and confidentiality protocols.
• Ability to prepare and submit detailed programmes, cash flows, and compliance documentation.
• Proficiency in managing supplies, equipment rental, and consumables, including quality assurance and testing.
• Understanding of legislative requirements, including tax compliance, BBBEE, and procurement regulations.
• Skills in reporting, incident management, and handling urgent or unforeseen works efficiently.
