Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning and hygiene services at the Umhlali Magistrate Court for a period of 36 months. The service aims to ensure a clean, hygienic, and well-maintained environment in accordance with specified standards and requirements.

Scope

The scope of work includes comprehensive cleaning and hygiene maintenance across various areas of the Magistrate Court, including offices, courtrooms, waiting areas, corridors, ablution facilities, kitchens, and other designated spaces. The services encompass routine cleaning, deep cleaning, waste disposal, consumables supply, equipment provision, and adherence to specified cleaning standards and norms. The contract covers all activities necessary to maintain the cleanliness and hygiene of the premises over the 36-month period.

Technical Requirements

• Provision of cleaning chemicals, consumables, and equipment as specified in Schedule F.
• Adherence to South African Bureau of Standards (SABS) standards for cleaning products and procedures.
• Implementation of cleaning standards and norms outlined in Schedule B, including disinfectants, polishes, and cleaning methods.
• Regular cleaning schedules for various areas, including daily, weekly, monthly, and quarterly tasks.
• Compliance with health and safety regulations, including security clearance and PPE requirements.
• Provision of a detailed work programme, health and safety plan, and cash flow forecast within 14 days of contract commencement.
• Proper management of identified projects and variations, with prior written approval for additional or special tasks.
• Reporting of incidents and adherence to confidentiality and data protection protocols.
• Provision of adequate insurance coverage and security measures.

Skills Requirements

• Experience in delivering cleaning and hygiene services in institutional or government facilities.
• Knowledge of South African cleaning standards, chemicals, and equipment.
• Ability to develop and implement detailed work programmes and schedules.
• Competence in managing cleaning staff, including training, supervision, and replacement staffing.
• Understanding of health and safety legislation, including occupational health and safety plans and security clearance procedures.
• Capability to monitor and report on service quality, incidents, and compliance with standards.
• Proficiency in financial management, including invoicing, cost control, and adherence to contractual payment terms.
• Ability to handle variations, identified projects, and unforeseen circumstances effectively.
