Objectives

The primary objective of this tender is to conduct a comprehensive survey of all existing visible and underground water and sanitation infrastructure assets within the King Cetshwayo District Municipality boundaries, specifically in Umthonjaneni Local Municipality (Melmoth Town and Thubalethu). The survey aims to capture detailed spatial and attribute data to support infrastructure management, planning, and development.

Scope

The scope includes:

• Surveying all water infrastructure: pipelines, water meters (condition and position), valves (isolation, scour, air valves).
• Surveying sanitation infrastructure: sewer pipelines and households with septic tanks.
• Open manholes to measure invert levels, pipe diameters, number of house connections, and manhole cover levels.
• Detailed survey of Wastewater Treatment Works (WWTW) sites.
• Surveying fire hydrants (condition and position).
• Geocoding addresses of all Erf numbers in Melmoth town and Thubalethu.
• Capturing GPS coordinates and completing electronic questionnaires for each point.
• Consolidating all surveyed data into GIS formats (shape files, feature classes, KMZ files).
• Providing monthly progress reports and a comprehensive final report.

Technical Requirements

The technical specifications for the survey include:

• Minimum accuracy of 2-5 meters; use of Realtime GPS (cellphones and tablets are not permitted).
• Capture all infrastructure data with GPS devices capable of electronic attribute collection.
• Capture all relevant attributes such as size, class, material, age, condition, distance from street, pipe length, ward number, etc.
• Coordinates in decimal degrees.
• Open manholes and measure invert levels with staff gauges.
• Survey all fire hydrants and geocode addresses.
• Consolidate data into GIS formats and submit progress reports regularly.

Skills Requirements

The service provider must possess:

• Proven experience in GIS-based infrastructure surveying and data collection.
• Certification or proof of registration with the South African Geomatics Council (SAGC) as a GIS Technician or equivalent.
• Competence in GPS equipment operation, including GPS devices capable of electronic attribute collection.
• Ability to produce accurate GIS-compatible data formats (shape files, feature classes, KMZ).
• Demonstrated capacity to prepare detailed progress and final reports.
• Relevant experience in water and sanitation infrastructure surveys, preferably within South Africa.
• Provision of reference letters for similar projects.
