Objectives

The primary objective of this tender is to appoint a qualified and experienced contractor to undertake the renovation and refurbishment of the Operations Building at Kendal Inland Terminal. The works aim to restore the building to a safe, functional, clean, and professional standard suitable for daily terminal operations, ensuring compliance with Transnet’s standards, safety, health, environmental, and aesthetic requirements. The project also seeks to enhance the building’s durability, safety, hygiene, and overall working environment while supporting good housekeeping and environmental compliance.

Scope

The scope of work includes, but is not limited to:

• Site establishment and verification of quantities
• Removal and disposal of existing ceilings and tiles
• Supply, installation, and painting of new ceilings
• Refurbishment of internal walls, including plastering and painting
• Full refurbishment of ablutions, bathrooms, and changerooms, including plumbing, sanitary fittings, and drainage
• Replacement of geysers with large-capacity units
• Replacement of lighting with energy-efficient LED fittings
• Re-routing and securing electrical cabling
• Roof inspection, preparation, and painting
• Cleaning and unclogging gutters and downpipes
• Corrosion protection and repainting of steelwork and security features
• Repair and refurbishment of doors, locks, windows, and fixtures
• Provision and installation of signage and access control features
• Final cleaning, snagging, and handover

The scope applies to specific areas within the building, totaling approximately 490 m², including offices, boardroom, mess rooms, kitchen, storeroom, and passageways.

Technical Requirements

The technical specifications mandate the use of high-quality, durable, and compliant materials supported by local warranties. Key requirements include:

• Use of premium-grade ceiling boards (gypsum, moisture-resistant, fibre cement)
• Installation of new ceilings with neat joints and proper support
• Application of primer and premium washable, moisture-resistant paints, especially in wet areas
• Use of high-quality, commercial-grade tiles for floors and walls, with proper bonding and leveling
• Installation of premium, moisture-resistant, and easy-to-clean wall tiles with appropriate adhesives and grouts
• Replacement of all lighting with LED fittings meeting specified technical standards (e.g., 4000K, 25,000 hours life)
• Electrical works to be carried out by qualified electricians, including re-routing, securing, testing, and commissioning
• Refurbishment of plumbing and sanitary systems with premium, compliant materials and fixtures
• Roof repairs and painting with weather-resistant coatings
• Steelwork, burglar bars, and security gates to be treated and painted with corrosion-resistant coatings

All works must adhere to relevant safety, health, and environmental standards, with proper documentation and certification provided.

Skills and Skills Requirements

The successful tenderer must demonstrate:

• CIDB registration with a grading of GB Level 3 or higher
• Proven experience in similar refurbishment projects of comparable size and complexity
• Qualified personnel including site supervisors, electricians, plumbers, tilers, painters, ceiling installers, and general builders
• Capability to supply and install high-quality, durable materials supported by warranties
• Competence in executing electrical, plumbing, roofing, tiling, painting, and carpentry works to high standards
• Ability to manage site safety, environmental compliance, and quality assurance processes
• Experience in working within operational environments with minimal disruption
• Knowledge of relevant legislation, safety standards, and environmental regulations

The contractor must also demonstrate capacity for project management, resource allocation, and adherence to timelines, quality standards, and safety protocols.
