The primary objective is to appoint a qualified service provider to supply and deliver three high-performance laptops. These devices are specifically intended to support intensive computational workloads, including geographic information systems (GIS), data analytics, design applications, and virtualization environments.
The scope covers the complete supply, delivery, and handover of three (3) laptops. Each unit must be accompanied by a protective laptop bag and a physical locking system. All deliveries, pricing, and contractual obligations will be governed by the municipality’s standard General and Special Conditions of Contract.
Bidders must provide laptops that meet or exceed the following minimum specifications:
No specialized technical installation, configuration, or maintenance skills are mandated. Bidders are expected to demonstrate standard commercial competencies in hardware procurement, secure logistics, inventory tracking, and professional handover procedures. Success hinges on strict adherence to administrative compliance and statutory documentation rather than service-level technical expertise.
Corporate Social Responsibility (CSR) Levy: Successful bidders will be subject to a mandatory 2% deduction (inclusive of VAT) from all payable invoices. This levy funds municipal CSR initiatives, including education, socio-economic development, sports, arts, culture, recreation, and support for differently abled and marginalized communities.
Specific Goals Preference Points: The evaluation process allocates preference points for transformation goals. Bidders can claim points by providing certified proof of at least 51% black ownership and 51% female ownership through a consolidated BBBEE certificate, sworn affidavit, or CSD registration summary.
Compliance Documentation: Submissions must include a valid tax pin compliance certificate, current CSD registration report, proof of non-arrears on municipal accounts (or valid lease/SAPS affidavit), company registration, director IDs, and a 90-day valid quotation. Standard municipal bidding declarations regarding conflict of interest, tender defaulters, and anti-collusion must also be completed.
State Employee Restriction: No bids will be accepted from individuals currently in the service of the state, including council members, legislative assemblies, municipal employees, or board directors of public entities.
