The primary objective of this tender is to appoint a suitably qualified supplier to provide and deliver three (3) high-performance laptops to the Rand West City Local Municipality. The procurement aims to equip municipal staff with reliable hardware capable of supporting demanding operational tasks.
The scope is strictly limited to the supply, delivery, and handover of three (3) laptops. The contract includes the provision of a protective laptop bag and a secure locking system for each unit. It does not encompass software installation, licensing, network configuration, or ongoing maintenance and support services.
All supplied laptops must meet or exceed the following minimum specifications:
No specialized technical, engineering, or professional skills are mandated for this tender. As the requirement is purely for the supply and delivery of goods, bidders must demonstrate standard commercial and logistical capabilities, including valid business registration, tax compliance, financial stability, and adherence to municipal supply chain management policies.
2% Corporate Social Investment (CSI) Levy: Successful bidders will have a mandatory 2% deduction applied to every invoice submitted for payment. This levy funds municipal community development initiatives (education, socio-economic development, sports, arts, and marginalized communities). Bidders must factor this deduction into their quoted pricing.
Preferential Procurement System (80/20): The evaluation follows an 80/20 point allocation system (80 points for price, 20 for specific goals). To claim the maximum 20 points for specific goals, bidders must provide certified proof of at least 51% black ownership and 51% female ownership. Failure to submit required documentation results in zero points for specific goals.
Mandatory Compliance Declarations: The tender requires completion of standard Municipal Bidding Document (MBD) forms, including declarations regarding conflicts of interest with state employees, past supply chain misconduct, and independent bid determination to prevent collusive bidding. Non-compliance may result in disqualification.
