Objectives

The primary objective of this tender is to appoint a competent service provider to supply all necessary resources and install a free-standing welded mesh fence with a piggy-back electric fence around Building Number 3755 at Roburnia Plantation, Mbombela. This includes ensuring the fencing meets specified standards for security, durability, and safety, and aligns with SAFCOL's long-term development and community participation goals.

Scope

The scope of work encompasses:

• Supply and installation of approximately 358 meters of welded mesh fencing (height 1.8m) with galvanized steel wires and posts.
• Installation of a 4-meter wide sliding gate (height 2.1m).
• Supply and installation of pedestrian gates (width 1.6m, height 2.1m).
• Construction activities including clearing, grubbing, excavation for footings, and setting steel posts with concrete foundations.
• Fitting of piggy-back electric fencing (height 2.1m, length 354m) with associated insulators, tensioners, energizer, earthing, lightning protection, and siren systems.
• Compliance with specified standards, safety, and environmental regulations.

Technical Requirements

The technical specifications for the fencing include:

• Galvanized fully welded steel mesh with 2mm diameter wires, 50mm x 50mm mesh size, and fully galvanized components.
• Steel posts: 100mm diameter corner and intermediate posts, 2.5mm wall thickness, galvanized, with concrete footings (600mm deep, 25 MPa strength).
• Fence wire: 16 lines of galvanized steel wire, tensioned between 1.5 kN and 2.0 kN, installed at 105mm centers.
• Gates: Sliding and pedestrian gates constructed from 75mm x 32mm mild steel tubing, galvanized, with appropriate supports, tracks, and locks.
• Electric fence: 2 lines of galvanized 2.5mm wire, insulators, tensioners, energizer, earthing, lightning diverters, and siren system.
• Standards compliance: SABS 1373, CKS 82, CKS 146, and other relevant standards for fencing materials and installation.

Skills Requirements

The successful service provider must demonstrate:

• Relevant experience in supply and installation of welded mesh fencing and electric fencing systems.
• Technical expertise in steel post installation, concrete footing construction, and fencing wire tensioning.
• Ability to interpret technical specifications and standards, ensuring compliance throughout the project.
• Competence in electrical installation, including energizer setup, insulator fitting, earthing, and lightning protection, with certified personnel approved by the Department of Employment and Labour.
• Project management skills to coordinate activities, adhere to timelines, and ensure safety and environmental compliance.
• Capacity to provide quality assurance, conduct testing, and deliver a completed project within the stipulated 2-month timeframe.
