The primary objective is to procure a single, hospital-grade linen cage with cover for the theatre department at GJ Crookes Hospital. The item is intended to facilitate the safe, hygienic, and efficient transportation of clean linen within the healthcare facility.

Scope

This is a once-off supply contract for one unit. The successful supplier must deliver the item to the hospital’s designated location within four weeks of contract award. Quotations remain valid for ninety days. The estimated contract value is below R500,000 (inclusive of applicable taxes), classifying it under the standard provincial health quotation framework.

Technical Requirements

• Construction: Polyurethane body with a seamless, non-corrosive design and a smooth internal surface.
• Dimensions: Approximately 1700 mm (length) × 570 mm (width) × 700 mm (height).
• Mobility: Fitted with a minimum of four 100 mm swivel casters, side handles for manoeuvrability, and structural reinforcements to prevent tipping during routine use.
• Cover: Heavy-duty PVC vinyl dust cover available in blue or green, featuring front securing straps and a transparent window for linen visibility.
• Quality & Warranty: Must meet SABS approved standards and include a manufacturer’s warranty.
• Submission Evidence: Bidders must attach a colour brochure demonstrating product compliance with the specification.

Skills & Compliance Requirements

As this is a goods supply tender, specific technical or trade skills are not mandated. Instead, bidders must demonstrate administrative capacity and regulatory compliance, including:

• Active registration and successful verification on the Central Suppliers Database (CSD).
• Valid tax compliance documentation via SARS PIN or Tax Clearance Certificate.
• Proof of Broad-Based Black Economic Empowerment (B-BBEE) status certificate or a sworn affidavit.
• Proven capacity to execute the supply within the stipulated four-week delivery period without a history of contractual defaults.
• Ability to complete and submit all mandatory returnable forms, including the official quotation documents and disclosure declarations.

Key Terms & Unusual Requirements

• 80/20 Preference Point System: The evaluation allocates 80 points for competitive pricing and 20 points for socio-economic goals. Full points are awarded to companies at least 51% owned by Black people. Failure to submit proof results in zero points for this category but does not automatically disqualify the bid.
• SBD 4 (Bidder Disclosure): A mandatory legal declaration requiring bidders to disclose any personal, familial, or business relationships with employees of the KwaZulu-Natal Department of Health. Undisclosed relationships constitute a false declaration and lead to immediate disqualification.
• Performance & Termination Clauses: The contract incorporates standard government conditions that allow for financial penalties on delayed deliveries, termination for default or insolvency, and potential exclusion from public sector procurement for up to ten years in cases of fraud, corruption, or anti-competitive practices.
