Objectives

The primary objective of this tender is to appoint a qualified supplier capable of providing and delivering a comprehensive range of maintenance spares to support the routine operational upkeep of the Phoenix Community Health Centre. The procurement seeks to ensure uninterrupted facility maintenance through the timely provision of quality hardware, electrical, and plumbing components while adhering to public sector procurement regulations.

Scope

The contract encompasses the supply and delivery of 2,363 units of assorted maintenance spares across multiple categories:

• Electrical Components: Fluorescent tubes, LED strips, energy-saving globes, light starters, switches, sockets, and plugs.
• Plumbing & Sanitary Fittings: Tap tops, flush-master push buttons and pistons, toilet wax pan seals, and O2 rubber seals.
• General Hardware & Tools: Nail-in anchors, hacksaw blades, steel drill bits, pop rivets, insulation tape, cutting discs, and paint brushes.
• Adhesives & Sealants: Contact adhesive, epoxy resin, and silicone sealer.
• Security & Window Fittings: Window stays, handles, door locks, and cylinder locks.

All items must be delivered directly to the designated health centre premises in accordance with the specified quantities and packaging requirements.

Technical Requirements

• All supplied goods must be brand new, unused, and represent the most recent or current models available.
• Products must strictly conform to the detailed specifications provided in the tender annexure, including exact dimensions, materials, and functional characteristics.
• Where indicated, items must comply with relevant South African Bureau of Standards (SABS) or South African National Standards (SANS) specifications.
• A minimum product validity period of six months is mandatory upon delivery; expired, used, or second-hand goods will be automatically rejected.
• A twelve-month warranty applies to applicable items, covering defects arising from design, materials, or workmanship under normal operating conditions.
• Bidders must submit complete tax invoices, proof of Central Supplier Database (CSD) registration, and valid Broad-Based Black Economic Empowerment (B-BBEE) documentation to qualify for preference points.
• All delivery, handling, and insurance costs must be fully inclusive in the quoted price.

However, bidders must demonstrate competent supply chain management capabilities, including reliable inventory sourcing, quality assurance, accurate order consolidation, and logistics coordination. Suppliers should maintain established relationships with authorised manufacturers or distributors to guarantee consistent stock availability, prompt delivery, and adherence to contractual timelines. Familiarity with public sector documentation protocols, warranty administration, and after-sales support is essential for successful execution.
