Objectives

The primary objective of this tender is to appoint a qualified service provider to execute scheduled annual maintenance on the hospital’s Intaka Gas Supply System (GSS). The aim is to guarantee the uninterrupted, safe, and efficient operation of critical medical gas infrastructure through proactive major and minor servicing cycles.

Scope of Work

The contract encompasses a once-off delivery of two distinct maintenance packages:

• Major Service: In-depth overhaul, component replacement, and comprehensive system diagnostics.
• Minor Service: Routine inspections, lubrication, filter replacements, and operational calibration.

Core tasks include replacing compressor oils and filters, inspecting electrical panels and fuses, servicing compressors, verifying extractor fans, flow meters, piping networks, valves, fan belts, and cylinder pressure gauges, and thoroughly cleaning the plant room. The contractor must deliver detailed service reports per unit, supported by signed and stamped schedulers and job cards endorsed by the hospital’s maintenance officer. All activities must align with prescribed timelines following official instruction and must not disrupt clinical operations.

Technical Requirements

• All materials, components, and ancillary parts must be new, unused, and compliant with applicable South African National Standards (SANS/SABS).
• Quoted pricing must be firm, inclusive of VAT, transport, labor, and incidental services, and remain binding for ninety (90) days.
• Service delivery must strictly adhere to occupational health and safety legislation. Contractors must operate within designated hours (07:00–16:00), utilize their own tools and equipment, and arrange independent site security.
• All waste and discarded materials must be disposed of at legally authorized facilities, with disposal certificates provided upon request.
• A twelve-month warranty applies from the date of acceptance, covering defects in design, materials, or workmanship under normal operating conditions.
• Payment processing is conditional upon submission of a compliant tax invoice alongside verified completion documentation (service reports, schedulers, and job cards).

Skills and Qualification Requirements

• CIDB Registration: Mandatory registration with the Construction Industry Development Board as a Mechanical Engineering (ME) contractor.
• Qualified Personnel: Submission of a certified copy of a qualified Electro-Mechanical Artisan’s credentials.
• Regulatory & Financial Compliance: Valid SARS tax clearance certificate, updated CIPC business registration documents, and a current letter of good standing.
• Proven Experience: Three (3) verifiable completion certificates demonstrating successful execution of similar medical gas or industrial mechanical plant maintenance projects.
• B-BBEE Status: A valid Broad-Based Black Economic Empowerment verification certificate or sworn affidavit (for EMEs/QSEs).

Clarification on Unusual Terms: GSS refers to a Gas Supply System, which houses compressors and storage vessels for medical-grade gases. Intaka denotes the specific compressor model/brand utilized in this installation. The tender employs the standard 80/20 preferential procurement scoring system, where eighty points are allocated to price competitiveness and twenty points to transformation goals. Full points for the specific goal are awarded to enterprises that are at least fifty-one percent owned by Black people, with proof verified through the Central Suppliers Database (CSD) or alternative authenticated documentation.
