Objectives

The primary objective of this tender is to procure a major service for medical gas systems at Estcourt Hospital, ensuring the proper maintenance, safety, and operational efficiency of medical gas plants and points, including oxygen, nitrous oxide, vacuum, and medical air systems. The service aims to verify compliance with safety standards, conduct necessary inspections, and ensure the equipment functions correctly to support hospital operations.

Scope

The scope encompasses:

• Performing comprehensive maintenance and servicing of medical gas plants and points as detailed in the specifications.
• Removing rubble and debris from the site and disposing of it appropriately.
• Notifying hospital maintenance prior to isolating any plant components.
• Engaging relevant professionals for inspections and certification as per statutory requirements.
• Testing and verifying the operational status of gas leak points, pressure regulators, automatic solenoids, and safety devices.
• Providing detailed reports for each bank or plant involved.
• Ensuring minimal disruption to hospital operations during service execution.

Technical Requirements

The technical specifications include:

• Shut down and clean banks before servicing, ensuring warning panels and pilot lights are operational.
• Conduct gas leak tests on all fittings, pig tails, valves, and panels.
• Replace out-of-specification point kits in accordance with SABS standards (1409-1986) and test automatic solenoid operation.
• Strip and test pressure reducing valves, ensuring correct setting and operation.
• Generate reports for each plant, confirming operational status and correct change-over control pressure settings.
• Compliance with relevant standards such as Occupational Health and Safety Act, SANS 10142, and electrical wiring codes.
• Perform testing before handover, including calibration of gauges and verification of safety devices.

Skills Requirements

The service provider must possess:

• CIDB registration at ME level 1 or higher.
• Valid medical gas certificate card (SAQC).
• Public liability insurance coverage.
• Proven experience in servicing and maintaining medical gas systems in healthcare facilities.
• Qualified personnel capable of conducting inspections, testing, and certification according to statutory and safety standards.
• Ability to prepare detailed reports and certificates confirming compliance and operational status.
