Objectives

The primary objectives of this tender are to provide a major service to the diesel standby generator and to clean the diesel tank at Mpophomeni Clinic. This includes performing comprehensive maintenance, servicing, and cleaning activities to ensure the reliable operation of the generator and the integrity of the diesel storage system, thereby supporting continuous power supply and operational efficiency at the facility.

Scope

The scope of work encompasses:

• Performing a major service on the diesel standby generator, including replacement of filters, checking the jacket heater, replacing the battery, and changing the oil.
• Cleaning and remediation of the diesel storage tanks, including sampling, fuel analysis, removal of debris, water, and contaminants, and ensuring fuel quality standards are met.
• Drawing and analyzing fuel samples before and after cleaning to confirm remediation effectiveness.
• Providing detailed reports, including scope of work, findings, and recommendations.
• Ensuring all work complies with relevant safety, health, and technical standards, including SANAS accreditation and SANS 342 for fuel quality.
• Completing all activities within specified timeframes, notably a three-day window for the generator servicing and tank cleaning activities.

Technical Requirements

The technical requirements include:

• Adherence to all legislated safety and health standards, including SANAS 10089 and SANAS 11089/1.
• Use of proven, accredited tank cleaning and fuel remediation equipment with a flow rate of at least 1:8 to tank volume ratio.
• Employment of trained, experienced, and accredited personnel skilled in system operation, fuel remediation, and safety procedures.
• Implementation of a process that minimizes waste, with less than 1% of tank capacity being disposed of as contaminated fuel or sludge.
• Collection of diesel samples before and after cleaning, with laboratory analysis to confirm fuel quality and remediation success.
• Proper disposal of all contaminated waste at an accredited site, with documentation provided.
• Completion of detailed reports, including test results, waste disposal certificates, and confirmation of compliance with SANS 342.
