Objectives

The primary objective is to engage a qualified service provider to perform comprehensive maintenance, testing, and servicing of the hospital's central medical gas distribution system and its associated clinical outlets. The goal is to ensure continuous, safe, and fully compliant operation of critical life-support infrastructure without disrupting clinical services.

Scope

The contract encompasses a once-off major service intervention for the medical gas plant and ninety (90) connected wall-mounted points across Montebello Hospital. The scope includes systematic inspection, pressure testing, leak detection, component repair or replacement, system flushing, and recommissioning to restore or maintain optimal gas purity, flow rates, and safety standards in accordance with national health facility guidelines.

Technical Requirements

• Strict compliance with SANS 10142-1 (South African National Standard for medical gas installations) and the Machinery and Occupational Safety Act No. 6 of 1983.
• All materials, tools, and replacement components must conform to recognized South African Bureau of Standards (SABS) specifications.
• Service delivery must guarantee zero compromise to life-support functionality during and after maintenance.
• Bidders must confirm full adherence to the attached technical specification document; failure to do so results in immediate disqualification.
• All quotations must remain firm for the contract period, and delivered items must have a minimum validity of six months.

Skills & Qualifications Requirements

• A formally qualified artisan with certified expertise in medical gas system maintenance and commissioning.
• Valid Central Supplier Database (CSD) registration and up-to-date SARS tax clearance documentation.
• B-BBEE status verification certificate or sworn affidavit (applicable for EMEs and QSEs).
• Documented evidence of previous experience in similar hospital-grade medical gas maintenance projects.
• Submission of completed statutory compliance forms, including SBD 4 (Disclosure of Interest) and SBD 6.1 (Preference Points Claim Form).

Medical Gas Plant & 90 Points: Refers to the centralized hospital infrastructure responsible for generating, storing, and distributing life-critical gases (such as oxygen, medical air, and vacuum) through a dedicated piped network to ninety clinical wall outlets. Servicing this system requires specialized certification because any failure directly impacts patient ventilation, surgical procedures, and emergency care.

80/20 Preference Point System: A standardized public procurement evaluation model where eighty percent of the total score is awarded based on competitive pricing, and twenty percent is allocated to socio-economic transformation goals. In this tender, the twenty points are specifically reserved for enterprises registered and operating within the iLembe Municipality to promote local economic participation.

SBD Forms: Standardized government bidding templates mandated by National Treasury regulations. SBD 4 requires bidders to declare any personal or corporate conflicts of interest with state officials, while SBD 6.1 is used to claim preferential procurement points for designated socio-economic categories. Both must be completed accurately to avoid disqualification or loss of scoring advantage.
