Objectives

The primary objective of this tender is to procure a comprehensive major service for the standby generator and cleaning of the diesel tank at Maguzu Clinic. This includes ensuring the generator's optimal performance and maintaining the diesel storage system to prevent contamination and ensure reliable backup power supply.

Scope

The scope of work encompasses:

• Performing a major service on the standby generator, including replacement of filters, checking and servicing components, and ensuring operational readiness.
• Cleaning and remediation of the diesel storage tanks, including removal of debris, water, contaminants, and bio-film buildup, to meet specified standards (SANS 342).
• Sampling and testing of diesel fuel before and after cleaning to confirm remediation effectiveness.
• Providing detailed reports, certificates of compliance, and waste disposal documentation upon completion.
• Adhering to safety standards and site-specific requirements during all activities.

Technical Requirements

The technical scope includes:

1. Use of proven, accredited tank cleaning and fuel remediation equipment with a flow rate of at least 1:8 tank volume ratio.
2. Full spectrum water extraction (free, entrained, emulsified) and metallic particulate removal down to 3 microns.
3. Compliance with SANAS standards (SANAS 10089 and SANAS 11089/1) for safety and technical procedures.
4. Sampling of diesel fuel before and after cleaning, with analysis reports confirming fuel quality and remediation success.
5. Disposal of contaminated waste at an accredited facility, with proper documentation.
6. Provision of detailed work method statements, safety documentation, and certification of personnel accreditation.

Skills and Skills Requirements

The contractor must demonstrate:

• Proven experience and accreditation in diesel tank cleaning and fuel remediation services.
• Qualified and trained personnel with appropriate safety and operational certifications, including certified tank cleaning operators and fuel remediation specialists.
• Capability to perform sampling, testing, and analysis in accordance with SANAS standards.
• Ability to provide comprehensive reports, certificates, and documentation as specified.
• Knowledge of safety regulations, environmental standards, and site-specific protocols.
