Objectives

The primary objective of this tender is to appoint a Service Provider to deliver comprehensive Mechanical Engineering Services for the project titled "Griekwastad: DOJ Repair and Refurbishment." The services aim to support the successful planning, design, documentation, procurement, construction administration, inspection, and close-out of the refurbishment works, ensuring compliance with relevant standards, legislation, and departmental requirements.

Scope

The scope encompasses a full range of mechanical engineering services aligned with the stages outlined in the Department's "Scope of Engineering Services and Tariff of Fees." This includes:

• Preliminary investigations, feasibility, and concept design.
• Detailed design, technical specifications, and documentation.
• Procurement support, tender evaluation, and contract documentation.
• Construction supervision, site inspections, and quality assurance.
• Final account, defect rectification, and project close-out.
• Additional services such as construction monitoring, environmental assessments, and targeted procurement support.

The services are to be delivered in accordance with the specified project milestones, legislative requirements, and departmental standards, including compliance with the Occupational Health and Safety Act, environmental legislation, and local content policies.

Technical Requirements

The technical requirements include:

• Provision of professional mechanical engineering expertise, supervised by registered professionals as per the Engineering Profession Act.
• Preparation of conceptual, preliminary, and detailed designs with associated drawings and specifications.
• Development of procurement documentation, tender evaluation, and contract administration.
• Implementation of construction monitoring, quality assurance, and site inspections.
• Compliance with relevant standards such as SANS 10142 and environmental regulations.
• Provision of project management support, including progress reporting, cost control, and final documentation.
• Adherence to project milestones, deadlines, and departmental procedures.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• Registration of all key personnel, including registered professional mechanical engineers and technologists, with current registration certificates.
• Full-time supervision of the mechanical engineering division by registered professionals as per the Engineering Profession Act.
• Provision of curricula vitae, proof of registration, and relevant experience of key personnel involved in the project.
• Experience in delivering similar refurbishment projects, particularly in institutional or government facilities.
• Capability to undertake investigations, design, documentation, procurement, and construction supervision within the specified project scope.
• Proven track record in compliance with health, safety, environmental, and local content requirements.
• Financial stability and capacity to execute the project within the stipulated timelines and budget.
