The primary objective of this tender is to engage a qualified service provider to perform routine maintenance and servicing of air conditioning units across designated health facilities. The service aims to extend equipment operational lifespan, maintain optimal climate control performance, and eliminate potential safety hazards caused by neglected or malfunctioning systems.
The contract covers minor servicing of air conditioners at six clinics within the Jozini region. This is a once-off engagement with a quotation validity period of ninety days. All logistical and travel expenses must be incorporated into the submitted pricing. The breakdown of units per location is as follows:
The procuring entity retains the right to accept or reject any quotation, conduct negotiations for value optimisation, and enforce strict compliance with submission deadlines and formatting rules.
Bidders must confirm adherence to the following technical servicing checklist for each unit:
All services must comply with relevant South African National Standards (SANS/SABS). Bidders must complete and return the official specification form indicating explicit compliance; omission or non-compliance renders the quotation invalid.
To qualify as responsive, bidders must submit verifiable documentation demonstrating the following competencies and regulatory standing:
SARACA Certificate: A mandatory industry accreditation issued by the South African Refrigeration and Air Conditioning Association, confirming that technicians possess nationally recognised competency in handling refrigerants, HVAC systems, and safety protocols.
CIDB Grade 1GB: A Construction Industry Development Board contractor grading specifically for small-scale mechanical and electrical projects valued up to R1 million.
80/20 Preference Point System: A standard South African public procurement scoring framework where eighty points are awarded for competitive pricing and twenty points are allocated for socio-economic objectives, specifically favouring fully South African-owned enterprises.
Prohibition on Cover-Quoting: Bidders are strictly forbidden from submitting multiple quotations through different registered entities to artificially influence pricing or increase winning probability. Evidence of this practice results in immediate disqualification and potential ten-year restrictions from public sector contracts.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
