Key Procurement Terms & Scoring Framework

80/20 Scoring System: This evaluation model assigns 80% of the final award score to price competitiveness and 20% to preference points derived from BBBEE status and socio-economic transformation criteria. It balances fiscal efficiency with national empowerment objectives.

Functionality Assessment: Prior to financial evaluation, all bids undergo a technical review scored out of 100 points. Only proposals achieving the stipulated minimum threshold progress to the price comparison stage.

BBBEE Level 1 Requirement: This denotes the highest recognition tier under South Africa’s empowerment framework, reflecting significant black ownership, robust enterprise development, and strict compliance with supply chain management targets.
