Objectives

The primary objective of this tender is to restore structural integrity, safety, and operational functionality at the Maluti SAPS facility following a destructive incident. The project aims to repair or reconstruct a kiosk that was destroyed by an explosion and fire, mitigate secondary damage to seven adjacent residential structures, and ensure full compliance with public infrastructure and safety standards.

Scope of Work

The successful bidder will be responsible for attending to the damaged kiosk and associated structures at the Maluti SAPS Maluti and Mthatha (Barracks) Regional Office. The scope encompasses site establishment, safe demolition of compromised elements, reconstruction or repair of the kiosk, remediation of the seven affected houses, waste removal, and final handover. All activities must align with the prescribed timeline and deliverables outlined in the full tender documentation.

Technical Requirements

• Compliance with the National Building Regulations, municipal bylaws, and applicable SANS standards.
• Structural engineering assessments for both the kiosk and the seven impacted residential units.
• Use of fire-resistant and structurally certified materials suitable for post-incident reconstruction.
• Implementation of strict occupational health and safety measures, including hazard isolation and risk management plans.
• Submission of as-built drawings, material test certificates, and compliance documentation upon project completion.

Skills Requirements

• Contractors registered with the Construction Industry Development Board (CIDB) in relevant grading categories.
• Qualified and licensed artisans (bricklayers, carpenters, electricians, plumbers, and roofers) holding current trade certificates.
• Experienced project manager with a proven track record in public sector construction and emergency restoration projects.
• Certified Health and Safety Officer to oversee site compliance with COIDA and construction safety regulations.
• Proven capability to operate securely within government and law enforcement facilities.

Key Procurement Terms & Scoring Framework

This tender utilises an 80/20 point scoring system, where 80 points are allocated to price competitiveness and 20 points to preferential procurement objectives. Bidders must achieve a minimum threshold score to advance to final evaluation.

A minimum Level 1 requirement applies, referring to the Broad-Based Black Economic Empowerment (B-BBEE) recognition level. Only bidders holding a Level 1 certificate (or equivalent verified status) will be considered eligible for further evaluation.

The reference to PRD 2 Building denotes an internal provincial departmental classification used by the Department of Public Works for infrastructure asset tracking and budget allocation. It does not alter the technical scope but indicates the administrative framework governing the contract.
