Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a GRAP 19 assessment for the Acaciaville Landfill Site and the Indaka Transfer Station. The assessment aims to evaluate environmental, operational, and financial aspects of the landfill and transfer station, including rehabilitation, closure, and post-closure monitoring obligations, and to produce comprehensive reports that support the municipality’s financial statements and compliance requirements.

Scope

The scope of work includes:

• Conducting a full assessment of the landfill site and transfer station, covering environmental and operational factors.
• Identifying obligations related to rehabilitation, closure, and post-closure monitoring.
• Performing technical and financial calculations, including engineering cost estimates, inflation, and discount rates.
• Drafting GRAP 19 reports with supporting schedules, assumptions, and methodologies.
• Providing recommendations for ongoing compliance and future updates.
• Testing the reliability and integrity of financial information and ensuring report completeness.
• Ensuring disclosures meet MFMA, GRAP 19, and other relevant requirements.
• Valuing the landfill sites to determine remaining useful life and estimating closure costs.
• Preparing valuation reports and journals related to depreciation, assets, liabilities, and finance costs.
• Responding to audit queries and preparing final reports for audit submission.

Technical Requirements

The technical requirements for the service provider include:

• Experience in conducting at least two GRAP 19 assessments for the 2025/2026 period, with evidence such as appointment letters and reference letters signed by the CFO.
• Demonstrated expertise in waste management (landfill site studies), engineering, and financial accounting, supported by detailed CVs and professional registration proof.
• Ability to perform environmental, operational, and financial assessments comprehensively.
• Provision of detailed reports, supporting schedules, assumptions, and methodologies suitable for audit and compliance purposes.
• Capability to produce valuation reports and prepare necessary journals for financial adjustments.

Skills Requirements

The successful service provider must possess:

• Proven experience in waste management, landfill site assessments, and environmental studies.
• Engineering expertise, particularly in landfill rehabilitation and closure planning.
• Financial accounting skills, including valuation, cost estimation, and journal preparation.
• Strong report writing and analytical skills to produce comprehensive GRAP 19 reports.
• Ability to interpret and ensure compliance with MFMA, GRAP standards, and other relevant legislation.
• Experience in engaging with audit processes and responding to audit queries effectively.
