Objectives

The primary objectives of this tender are to review and verify the Heritage Assets in accordance with GRAP 103 standards, assess impairment tests, update the Heritage Assets Register, and deliver a comprehensive close-out report for the project.

Scope

The scope includes:

• Reviewing the Asset Verification process for all Municipal Heritage Assets as per GRAP 103.
• Reviewing the Impairment Test for Heritage Assets and recommending necessary amendments.
• Updating relevant fields related to Verification Assessments on the Heritage Assets Register.
• Providing a Signed-Off Close-Out Report upon project completion.

Services are to be rendered at the Department: Budget and Treasury - Assets Section Offices, Lister Clarence Building, Ladysmith.

Technical Requirements

The service provider must:

• Conduct a thorough review of the Asset Verification process for Heritage Assets in line with GRAP 103.
• Perform impairment testing and advise on necessary amendments.
• Update the Heritage Assets Register with verified data.
• Deliver a signed and comprehensive Close-Out Report for the project.

Skills Requirements

The bidder must demonstrate:

• Proven experience and a track record in Heritage Asset assessment and verification, particularly in accordance with GRAP 103.
• Accreditation with relevant professional bodies in fields such as Anthropology, History, Archaeology, or related disciplines.
• Capability to review asset verification processes and impairment testing.
• Ability to update and manage Heritage Assets Registers accurately.
• Experience in preparing detailed project close-out reports.

Furthermore, bidders must meet the functionality criteria, including relevant similar service experience and professional accreditation, and must be registered on the Central Supplier Database.
