Objectives

The primary objective of this tender is to procure a one-off replacement of the refrigeration system at Phoenix Mortuary, ensuring the installation of a modern, efficient, and compliant refrigeration system that meets technical specifications and standards. The project aims to upgrade existing refrigeration infrastructure to improve reliability, maintain the required temperature standards, and ensure compliance with health and safety regulations.

Scope

The scope of work includes:

• Decommissioning and removal of existing refrigeration components.
• Supply and installation of complete refrigeration systems for coldrooms and freezers, including condensing units, blower units, piping, doors, handles, and seals.
• Replacement of all doors, door handles, and door seals.
• Application of coil treatment suitable for coastal environments.
• Testing, commissioning, and certification of installed systems.
• Provision of warranties, maintenance, and repair services during the warranty period.
• Disposal of redundant materials and debris.

The work will be carried out at Phoenix Forensic Mortuary, with the contractor responsible for site access, safety, and minimal disruption to hospital operations.

Technical Requirements

The technical specifications include:

• Replacement of all coldroom and freezer room refrigeration components, including condensing units, blower units, piping, and accessories.
• Condensing units must have a minimum CIDB grading of 2 ME or above, with specific capacity and performance parameters as detailed in the specifications.
• Use of R404A and R407F refrigerants with specified capacities and performance metrics.
• Inclusion of backup units with automatic rotation, dual blower/evaporator units per condensing unit, and treatment of coils with bluechem coil treatment.
• All installations must comply with relevant standards, including SANS 10142, OHS Act, and Department of Health policies.
• Warranty of 24 months on all components and installation, including services and repairs during the warranty period.
• Provision of testing, commissioning, and certification upon completion.

Skills Requirements

The tenderer must demonstrate:

• Registration with SAQCC Gas and possession of a valid Card License (CAT B).
• CIDB contractor grading of at least 2 ME or above.
• Proven experience in installing and maintaining refrigeration systems of similar size and complexity.
• Qualified technical personnel, including a registered Refrigeration Trade Test Certificate holder, a qualified Technical Manager, Foreman/Supervisor, and artisans.
• Capability to provide comprehensive project management, including planning, resource allocation, and safety management.
• Compliance with OHS and environmental standards, with a demonstrated safety policy and risk management plan.
• Ability to provide ongoing maintenance, testing, and warranty services as specified.
