Objectives

The primary objective of this tender is to gather information regarding the optimal land-use, development options, and feasibility assessments for specific properties owned by OBP. The focus is on exploring viable development concepts that align with the company's strategic goals, including potential uses such as staff accommodation, mixed-use commercial developments, or complete redevelopment of the specified sites.

Scope

The scope of the tender includes:

• Providing high-level "Concept and Options" proposals for the properties located at Flip Fourie Street, Old Soutpan Road, Onderstepoort, Pretoria North, specifically for house numbers 16, 17, 25, 27, 28, 30, 31, 32, and 33.
• Assessing land-use management systems and potential development scenarios.
• Evaluating economic impacts, including B-BBEE participation and local job creation opportunities in the Pretoria-North area.
• Participating in compulsory site briefings and submitting detailed proposals by the specified deadlines.

Technical Requirements

Respondents are required to:

• Present at least two viable land-use options with detailed descriptions, including land-use management strategies.
• Include a high-level concept paper outlining potential development scenarios, their feasibility, and economic impacts.
• Attend compulsory site briefings at OBP Offices and adhere to health and safety protocols (PPE clothing).
• Submit proposals through the designated portal by the closing date of 1 June 2026 at 15:00.

Skills Requirements

Applicants should demonstrate:

• Experience in property development, land-use planning, or related consulting services.
• Capability to develop comprehensive land-use and development proposals, including economic impact assessments.
• Ability to prepare detailed conceptual proposals with clear methodology and approach.
• Knowledge of local land-use regulations and development management systems.
• Registration on the Central Supplier Database (CSD) and familiarity with OBP procurement processes.
