Objectives

The primary objective is to appoint a qualified and experienced service provider to deliver tyre repair and emergency standby services for municipal plant equipment over a twelve-month contract period. The municipality aims to ensure operational continuity, minimize equipment downtime, and secure reliable round-the-clock technical support.

Scope of Work

• Repair punctures and attend to tyre-related breakdowns on all municipal plant equipment.
• Provide emergency call-out services twenty-four hours a day, seven days a week, including weekends and public holidays, adhering to agreed response times.
• Maintain comprehensive service records and submit detailed documentation for every repair performed.

Technical Requirements

• Valid accreditation, licences, qualifications, and industry certificates demonstrating expertise in plant equipment tyre repair.
• Submission of a fully completed quotation on official letterhead, signed and stamped, with prices quoted per item.
• Compliance with all mandatory municipal bidding documents, including tax compliance verification, BBBEE status proof, and Central Suppliers Database (CSD) registration.
• All quoted prices must be firm, inclusive of VAT (where applicable), delivery, and offloading costs. Post-submission price increases are strictly prohibited.
• Physical submission only; electronic quotations will not be accepted. Late or incomplete submissions result in immediate disqualification.

Points are only awarded if verified supporting documentation is submitted.
• Firm Pricing: Quoted rates are fixed and may only be adjusted for statutory changes such as VAT or customs levies. Any unapproved price alterations without explicit bidder signature lead to disqualification.
• CSD Registration: Bidders must be registered on the Central Suppliers Database and compliant with SARS tax requirements. Non-registration renders a bid ineligible for evaluation.
• MBD Documentation: Standard municipal forms (MBD1, MBD4, MBD8, MBD9) govern the bidding process, covering conflict of interest declarations, past supply chain management practices, and independent bid determination to prevent collusion and ensure transparent procurement.
