The primary objective of this tender is to procure durable plastic pedal bins to facilitate proper waste management and ensure compliance with infection prevention and control (IPC) guidelines at Northdale Hospital. The procurement also supports national transformation goals by awarding preference points to enterprises owned by youth, in line with the Preferential Procurement Policy Framework Act and related regulations.
The scope encompasses a once-off supply and delivery of red plastic pedal bins to Northdale Hospital. The requirement includes:
All goods must be delivered to the hospital premises, properly packaged, and accompanied by valid tax invoices. Prices must remain firm for 90 days. The successful supplier is responsible for providing a 12-month warranty, complying with all general and special contract conditions, and fulfilling administrative and compliance obligations throughout the evaluation and execution phases.
Bidders must supply new, unused polyethylene pedal bins that strictly conform to the following specifications:
Physical samples are mandatory for shortlisted bidders. Samples must be submitted upon written request and inspected against the specification. Non-compliant samples result in disqualification or a fresh tender process.
No formal professional certifications are required, but bidders must demonstrate operational and administrative capacity to execute the contract, including:
80/20 Preference Point System: Evaluation uses a weighted scoring model where 80 points are allocated for competitive pricing and 20 points for specific socio-economic goals, specifically enterprises owned by youth. Bidders must submit verified proof (e.g., CSD report, B-BBEE certificate, or sworn affidavit) to claim these points; failure to provide proof results in zero points for this category but does not disqualify the bid.
SBD 4 & SBD 6.1 Forms: Standard South African public sector bidding documents. SBD 4 mandates full disclosure of any personal or business relationships between the bidder and state employees to prevent conflicts of interest. SBD 6.1 is the official claim form for preference points under the Preferential Procurement Regulations 2022.
CSD & Tax Compliance Verification: The Central Suppliers Database is the national registry for supplier registration. Bidders must maintain active CSD status and valid SARS tax clearance; inability to validate these through the database renders a quotation non-compliant per National Treasury directives.
Sample-Driven Evaluation Stage: This tender employs a unique two-tier sample process. After initial scoring, the top three bidders are invited to submit physical samples. Only compliant samples advance the bidder. If all samples fail inspection, the entire quotation process restarts. This ensures real-world product verification before contract award.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
