Objectives

The primary objective of this tender is to repair and maintain municipal roads within Knysna, ensuring safe and functional road infrastructure for the community.

Scope of Work

The scope includes:

• Repair and maintenance of municipal roads as specified in the contract documents.
• Broadly, the work involves asphalt repairs, excavation, backfilling, and surface treatment according to applicable standards.
• Provision of traffic accommodation, daily record keeping, and compliance with safety standards.

The work is not necessarily limited to the detailed description but encompasses all related activities necessary for effective road repair and maintenance.

Technical Requirements

The technical requirements include:

• Adherence to SABS 1200 standards for civil engineering construction, including general, roads, bituminous surface treatment, asphalt base and surfacing, and ancillary roadworks.
• Provision of appropriate traffic management measures, including flagmen, signage, barriers, and lights.
• Daily recording of work activities, including measurements, plant and labor hours, and material receipts.
• Use of approved materials such as G2 gravel, asphalt, and bituminous surface treatments.
• Compliance with safety, environmental, and municipal regulations.
• Proper packing, delivery, and inspection of goods and services.

Skills and Experience Requirements

The tenderer must demonstrate:

• Experience with similar asphalt and road maintenance projects valued at at least R200,000, completed after 1 January 2015.
• Provision of supporting documentation for relevant projects, including contract details, completion dates, and values.
• At least one similar project involving asphalt works or road maintenance.
• Qualified personnel, notably a General Foreman with:
• National Certificate: Supervision of Construction Processes (NQF 4) or equivalent.
• Minimum of 3 roadworks projects or phases involving road maintenance, with at least 3 years post-qualification experience.
• Competent personnel CVs, including a certified copy of qualifications and relevant experience.
• Availability of construction plant, either owned or hired, with appropriate registration and documentation.
