Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver pest control services at the Transnet National Ports Authority (TNPA) Port of Saldanha for a period of thirty-six (36) months. The scope includes pest identification, targeted elimination, ongoing monitoring, and maintenance treatments to control pests such as rodents, insects, and termites across specified port facilities and marine crafts.

Scope

The scope encompasses:

• Provision of pest control services for various port buildings, facilities, and marine crafts, including pest monitoring, baiting, fumigation, and termite treatments.
• Regular inspections and treatments scheduled quarterly, with provisions for additional interventions where infestations are encountered or persistent.
• Specific pest control activities include bait station maintenance, fumigation of buildings, termite barrier treatments, and treatment of marine crafts.
• Monitoring and eradication of pests in designated areas such as offices, warehouses, guard houses, infrastructure depots, and marine vessels.
• Provision of necessary pest control equipment, safety data sheets, and labels, along with record-keeping of treatments and inspections.

Technical Requirements

The technical requirements include:

• Development and submission of a comprehensive Site-Specific Pest Control Plan prior to contract commencement, including pest identification, treatment methods, and safety measures.
• Use of registered and approved pesticides, with adherence to label instructions and safety data sheets (MSDS).
• Quarterly fumigation and pest control treatments across all specified assets, including buildings and marine crafts.
• Regular monitoring, record-keeping, and reporting of pest activity, treatments, and effectiveness.
• Provision of pest control devices such as bait stations, traps, and monitoring devices, maintained and serviced as per schedule.
• Compliance with all relevant legislation, including the Fertilizers, Feeds, Agricultural Remedies and Stock Remedies Act (Act 36/1947), and adherence to health and safety standards.
• Proper signage, PPE usage, and communication of pest control activities to port personnel and stakeholders.
• Submission of proof of registration, licenses, and certificates, including the company's registration with the South African Pest Control Association and the Department of Agriculture.

Skills and Qualifications Requirements

The successful bidder must demonstrate:

• Qualified and experienced pest control operators with relevant certifications and registration under the Fertilizers, Feeds, Agricultural Remedies and Stock Remedies Act (Act 36/1947).
• Competence in developing and implementing pest control plans, risk assessments, and standard operating procedures.
• Knowledge of pest identification, treatment techniques, and environmental safety protocols.
• Ability to maintain detailed records, prepare reports, and provide feedback on pest activity and control measures.
• Provision of ongoing staff training in pest management, safety procedures, and environmental compliance.
• Capacity to respond promptly to pest outbreaks and adapt treatment strategies accordingly.
