Objectives

The primary objective of this tender is to procure a dedicated staff transport service for Transnet Soc Ltd operating as Transnet Port Terminals (“TPT”) at the Cape Town Multipurpose Terminal for a period of 64 days. The service aims to ensure reliable transportation of staff to support operational needs during this period.

Scope

The scope includes providing a staff transport service that covers specified routes within the Cape Town area, utilizing a pool of vehicles not older than four years, and ensuring capacity to support the operational requirements. The scope also encompasses vehicle leasing or ownership, insurance coverage, driver deployment, and adherence to technical and safety standards as detailed in Annexure A - Scope of Work.

Technical Requirements

• Provision of a minimum of ten (10) vehicles, not older than four years, either owned or leased, with proof of valid insurance (General/Public Liability or Passenger Liability) with a minimum claimable amount of R1 million per incident.
• Capability to support a pool of vehicles to meet operational readiness within one week.
• Submission of trade references demonstrating similar service provision over the past five years, with contract values exceeding R5 million.
• Confirmation of a local office within 50 km of Cape Town terminals or outside 60 km radius with proof of establishment.
• Provision of at least ten (10) professional drivers with valid driver’s licenses (Code B/08) and Professional Driver Permits (PDP).
• Vehicles must meet seating capacity requirements and be available for the duration of the contract.
• Compliance with all legal, safety, and security standards, including security clearance if applicable.

Skills Requirements

• Experience in providing staff transportation services, evidenced by trade references and client testimonials.
• Capability to manage vehicle leasing or ownership, insurance, and driver deployment efficiently.
• Knowledge of local routes and operational logistics within the Cape Town area.
• Compliance with legal and safety regulations, including driver licensing and vehicle insurance standards.
• Ability to provide timely and reliable service, with capacity to mobilize vehicles within one week.
• Proficiency in managing contractual obligations, reporting, and adherence to Transnet’s policies and standards.
