Objectives, Scope and Technical Requirements of the Tender

Objectives

The primary objective of this tender is to appoint a qualified service provider to perform an eight (8) yearly maintenance of ten (10) high mast steel poles (35 meters) at the Port of Port Elizabeth. The maintenance is to be conducted as a once-off activity, ensuring the structural integrity, safety, and operational readiness of the poles over the specified period.

Scope

The scope encompasses comprehensive maintenance activities for ten (10) high mast steel poles (35m) at the Port of Port Elizabeth, including:

• Inspection of the structural condition of the poles and associated components.
• Cleaning, corrosion protection, and repainting of steel surfaces.
• Checking and tightening of bolts, fittings, and electrical connections.
• Replacement of damaged or worn components such as bolts, nuts, and insulators.
• Assessment and adjustment of tension and sag of the poles and associated wires.
• Testing of electrical systems and safety devices associated with the poles.
• Provision of all necessary tools, equipment, and materials for the maintenance activities.
• Compliance with all relevant safety, health, and environmental standards.

Technical Requirements

The technical requirements include:

• Adherence to the relevant standards such as SANS 10142-1, SANS 1765, and other applicable safety and electrical standards.
• Provision of qualified and experienced personnel, including certified electrical and structural inspectors.
• Use of approved and certified tools, equipment, and materials, including corrosion protection and painting products.
• Implementation of a detailed maintenance plan aligned with the Port’s operational schedule.
• Preparation of inspection and maintenance reports, including photographic evidence and test results.
• Ensuring safety procedures are strictly followed, including the use of PPE and adherence to the Occupational Health and Safety Act.
• Provision for the disposal of waste materials and contaminated substances in accordance with environmental regulations.
• Availability of a contingency plan for emergency repairs or unforeseen damages during the maintenance period.
