Objectives

The primary objective of this tender is to appoint a service provider to supply a full maintenance lease of reliable diesel Front-End Loaders (FELs) to support Transnet Port Terminals at Pendoring. The aim is to ensure continuous, efficient handling of bulk and break-bulk commodities, achieve operational targets, facilitate fast turnaround times on loading and offloading, and minimize operational disruptions through timely maintenance and support.

Scope

The scope of work includes:

• Provision of 2 x diesel Front-End Loaders on an ad hoc basis for a fixed period of two (2) months.
• Supply of operators and diesel fuel by the service provider.
• Full maintenance, servicing, and inspections of the leased FELs throughout the lease period.
• Provision of a mobile 2500lt diesel bowser for refueling FELs.
• Ensuring equipment can handle high-density cargo and is suitable for the operational environment.
• Availability of competent drivers/operators and technical support team.
• Implementation of contingency plans to manage equipment breakdowns and maintenance schedules.
• Compliance with all relevant standards, codes, and safety regulations.

Technical Requirements

The technical specifications for the FELs include:

• Fully automatic, air-conditioned, enclosed cabins capable of negotiating speed bumps and uneven surfaces.
• Bucket sizes suitable for handling specified commodities with densities of 3.0 – 3.5 ton/m³.
• Supply of three spare buckets as per specifications.
• Payload capacity of at least 8 tonnes and tipping load of 16 tonnes.
• Load cells installed to record tonnage handled.
• Maximum lift height of at least 3.1 meters and reach of at least 2 meters at maximum dump height.
• Bucket attachment via pinned-on method with replaceable bolt-on straight edge lip.
• Heavy-duty industrial air-conditioning and heater controls in the cab.

Skills Requirements

The service provider must ensure:

• Provision of qualified and certified personnel for servicing, troubleshooting, and operating the FELs.
• Experience of at least three (3) years for technicians/artisans and diesel mechanics (N1 – N3) as applicable.
• Availability of a dedicated technical team, including at least one (1) technician/mechanic and an assistant, capable of handling all on-site issues.
• Response times to breakdowns should ideally be within sixty (60) minutes.
• Provision of all necessary SHE (Safety, Health, Environment) compliance documentation and adherence to Transnet SHE specifications.
• Ability to source and supply additional equipment or replacement FELs promptly to minimize operational disruptions.
