Objectives

The primary objective of this tender is to procure security services at 21 Scott Street in Upington for a duration of four months on a month-to-month basis. The services include providing security officers for day and night shifts, ensuring the safety and security of the premises, assets, and personnel.

Scope

The scope encompasses the provision of comprehensive security services, including:

• Deployment of security officers for day shift (06:00-18:00) and night shift (18:00-06:00), including weekends and public holidays.
• Provision of a reliever security officer for the day shift.
• Ensuring 24-hour security coverage at the specified location.
• Adherence to the standards and requirements specified in the tender documentation, including compliance with relevant legislation and regulations.
• Implementation of security protocols, incident reporting, and site patrols.

Technical Requirements

The technical requirements include:

• Provision of Grade C security officers registered with PSIRA.
• Security officers must be at least grade 10, medically fit, and over 18 years of age.
• Officers must be trained and experienced, with proof of training/experience submitted.
• Security officers must be equipped with appropriate uniform and security aids (e.g., baton, handcuffs, torch, radio).
• Supervisors must possess at least grade 10 and a PSIRA grade B certificate, capable of leading and controlling security personnel.
• Vetting of security personnel, including background checks and security clearances, may be required.
• Implementation of incident reporting, occurrence books, access control registers, and shift handover procedures.
• Provision of a 24-hour control room and immediate response supervisor.
• Compliance with the Department’s security standards, policies, and procedures.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Qualified and registered security officers with PSIRA accreditation.
• Experience in providing security services in similar environments.
• Ability to conduct site patrols, access control, and incident management.
• Effective communication skills in English and at least one additional language.
• Capacity to manage and supervise security staff effectively.
• Ability to prepare reports, incident logs, and conduct regular inspections.
• Knowledge of relevant legislation, including the Private Security Industry Regulation Act and health and safety standards.
• Capacity to respond promptly to emergencies and security breaches.
