Objectives

The primary objective of this tender is to build the capacity of members involved in Supply Chain Management (SCM) processes. Specifically, it aims to train SCM Bid Committee members, officials, end users, and other role players to ensure procurement processes are conducted fairly, transparently, and in compliance with governance obligations. The training will cover roles, responsibilities, functions, and governance obligations of various SCM committees, including Bid Specification, Evaluation, and Adjudication Committees.

Scope

The scope of the tender includes:

• Provision of SCM training for Bid Committee members, SCM officials, and other relevant stakeholders.
• Training on the development of bid specifications, bid evaluation, and adjudication processes.
• Covering governance obligations, roles, and responsibilities of committee members.
• Building capacity for fair, transparent, and compliant procurement practices.
• Training delivery to include a 2-day program per participant, with certification of attendance.

Technical Requirements

The technical requirements for the tender are as follows:

• Provision of qualified and accredited service providers with relevant experience.
• Training must be aligned with the relevant unit standard SAQA 337061.
• Facilitators must provide detailed CVs and proof of qualifications.
• Training must include modules on roles, responsibilities, governance, and process development for SCM committees.
• Delivery of training in a suitable venue with necessary equipment (venue, projector, stationery, etc.) provided by the municipality.
• Provision of training materials per official.
• Service providers must score a minimum of 20 out of 30 points in the functionality assessment to qualify for price evaluation.

Skills Requirements

The skills and qualifications required from service providers include:

• Proven experience in delivering SCM training, particularly for municipal officials and committees.
• Demonstrated facilitator experience with relevant qualifications, including SAQA unit standard 337061.
• Ability to develop and deliver training content that covers:
• Roles and responsibilities of Bid Specification, Evaluation, and Adjudication Committees.
• Governance and compliance obligations in SCM processes.
• Development of bid specifications and evaluation criteria.
• Capability to provide certified proof of qualifications and experience.
• Ability to facilitate training that results in a certificate of attendance for delegates.
