Objectives

The primary objective is to procure reliable vacuum tanker and jetting services to maintain sanitation infrastructure within the Ray Nkonyeni Local Municipality area. The contract aims to ensure timely emptying, safe transportation, and lawful disposal of wastewater from conservancy and septic tanks, while providing rapid emergency response capabilities for sewer overflows and spillages.

Scope of Work

• Routine jetting and vacuum tanker services during standard working hours (Monday to Friday, 08:00 to 17:00).
• After-hours, weekend, public holiday, and emergency call-out services for both jetting and vacuum operations.
• Emptying of conservancy and septic tanks with a minimum capacity of 6,000 litres per load.
• Transportation and disposal of extracted waste at the nearest approved Waste Water Treatment Works (WWTW) within a 60-kilometre radius of the Mbango WWTW central site.
• Emergency response for sewer overflows and spillages at WWTWs, pump stations, and other sites within the designated radius.
• All quoted unit rates must be fully inclusive of damage waivers, call-out fees, travel, vehicle maintenance, labour, on-site withdrawal/removal, servicing, and final disposal costs. Additional charges apply for jetting exceeding four hours per site or for loads travelling beyond the 60-kilometre radius.

Technical Requirements

• Fleet and equipment must reliably handle minimum 6,000-litre loads and operate effectively in both routine and emergency conditions.
• Strict adherence to municipal operating schedules, with predefined premium pricing structures for after-hours and emergency interventions.
• Waste must be disposed of exclusively at compliant WWTWs located within the 60-kilometre operational boundary.
• Bidders must submit unaltered official municipal bidding forms (MBD series), accompanied by valid tax compliance certificates, sworn ownership affidavits, and documented claims for preferential procurement points.
• Unusual/Complicated Terms Explained: The 80/20 preferential point system evaluates submissions using 80 points for competitive pricing and 20 points for socio-economic transformation goals (e.g., black ownership, local business promotion, youth/women/disabled representation). The Mbango WWTW central site acts as the fixed geographic reference point for calculating the 60-kilometre service radius and determining eligible disposal locations.
