Objectives

The primary objective of this tender is to procure a service provider capable of delivering deep cleaning services at Qumbu Magistrate Court. The services include cleaning floors, walls, toilets, sanitary fixtures, and related areas on an as-and-when-required basis, ensuring hygiene, cleanliness, and maintenance of the court facilities.

Scope

The scope encompasses:

• Deep cleaning of floors, walls, and toilets within the Magistrate Court premises, including fixtures and fittings.
• Provision of all necessary cleaning tools, machinery, consumables, and chemicals compliant with specified standards.
• Adherence to specified cleaning procedures, including heavy-duty cleaning, disinfecting, and sanitizing using approved chemicals and equipment.
• Cleaning of various areas such as offices, courtrooms, cells, passages, toilets, and other designated spaces as per the detailed specifications.
• Provision of supervision, personnel, safety measures, and compliance with legislative and safety standards.

Technical Requirements

The technical requirements include:

• Use of heavy-duty cleaning equipment such as scrubbing machines, vacuum cleaners, polishers, and other approved machinery.
• Provision of environmentally friendly, SABS/STANSA approved chemicals including disinfectants, sterilizers, stain removers, and sanitizers.
• Adherence to deep cleaning procedures involving chemical application, mechanical actions, high-pressure cleaning, and disinfecting protocols.
• Proper handling, labelling, and MSDS documentation for all chemicals used.
• Supervision and management of cleaning staff, ensuring proper conduct, hygiene, and safety standards.
• Compliance with legislative requirements such as Occupational Health and Safety Act, ISO standards, and other relevant regulations.
• Display of safety signage, proper disposal of waste, and maintenance of equipment.

Skills Requirements

The skills and competencies required from the service provider and personnel include:

• Experience in deep cleaning services within institutional or governmental facilities.
• Qualified and trained supervisory staff capable of overseeing cleaning operations and ensuring quality standards.
• Skilled cleaning personnel trained in the use of heavy-duty equipment, chemicals, and safety protocols.
• Knowledge of environmental and safety standards, including handling of hazardous chemicals and equipment.
• Ability to respond promptly to service requests and emergencies.
• Understanding of legislative compliance, including occupational health and safety, environmental management, and quality standards.
