Objectives

The primary objective is to procure a qualified, accredited training provider to deliver a comprehensive Pump Operator Training programme for 33 municipal personnel. The training aims to develop practical and theoretical competencies in fire pump operations, ensuring participants can safely and efficiently manage pumping systems while complying with established national and local safety standards.

Scope

• Duration: Two (2) consecutive days.
• Target Cohort: 33 designated pump operators.
• Delivery Method: Blended approach combining face-to-face lectures, facilitation, on-site practical competency assessments, and role-playing exercises.
• Locations: Practical sessions to be conducted on-site in Knysna and Sedgefield.
• Language: Full bilingual delivery in English and Afrikaans.
• Deliverables: Complete training curriculum, all learning materials, stationery, catering, provision of specialised firefighting equipment for hands-on practice, and formal competency certification for each successful delegate.
• Pricing Model: A fixed unit rate per trainee covering all direct and indirect costs (inclusive of VAT). Final payment will be calculated based on the actual number of participants who attend and successfully complete the programme.

Technical Requirements

• Regulatory Alignment: Curriculum and assessment criteria must strictly comply with NFPA 1002 standards for fire apparatus driver/operator qualifications, alongside applicable municipal by-laws and safety regulations.
• Equipment Supply: The bidder must provide all necessary operational hardware, including functional fire pumps, hoses, nozzles, pressure gauges, and ancillary firefighting gear required for practical drills.
• Accreditation & Certification: Submission of a certified copy of a valid SETA accreditation certificate is mandatory. The provider must issue official competency certificates to delegates upon successful assessment.
• Bilingual Capability: All instructional content, verbal facilitation, written assessments, and documentation must be fully accessible and delivered in both English and Afrikaans.
• Compliance Documentation: Bids must include a valid Tax Clearance Certificate, original or certified B-BBEE verification certificate, completed MBD declaration forms (interest, past SCM practices, municipal account clearance), and proof of registration on the Accredited Supplier Database and Central Supplier Database (CSD).

Skills Requirements

• Technical Proficiency: In-depth knowledge of fire pump mechanics, hydraulic theory, friction loss calculations, flow dynamics, and pressure regulation systems.
• Operational Instruction: Ability to train participants on the safe deployment of hand and master streams, nozzle control techniques, large-diameter hose operations, and vehicle safety protocols during active pumping scenarios.
• Adult Learning Facilitation: Proven experience in competency-based training delivery, practical skills assessment, and bilingual instructional methods tailored to municipal emergency services personnel.
• Administrative & Compliance Management: Capacity to manage public sector training contracts, maintain accurate attendance and assessment records, handle competency certification processes, and adhere to municipal supply chain management regulations.
