Objectives

The primary objective of this tender is to refurbish the third-floor water, sanitation, ablution, and kitchen facilities within the Msunduzi Municipality building. The project aims to replace deteriorated infrastructure, upgrade sanitary and kitchen fittings, and restore functional, compliant, and hygienic environments aligned with current municipal operational standards.

Scope of Work

The scope encompasses comprehensive demolition, removal, and reconstruction works across multiple trades:

• Demolition & Removal: Stripping out existing vinyl flooring, carpeting, ceramic wall and floor tiles, outdated piping, and sanitary fittings, followed by surface preparation for new finishes.
• Ceilings & Partitions: Installation of suspended ceilings using approved architectural panels with exposed tee suspension systems, along with internal partitions and access flooring.
• Tiling: Supply and installation of ceramic and porcelain wall tiles (including specialty patterns) and high-mohs-hardness floor tiles on prepared screeds.
• Plumbing & Drainage: Installation of modern vitreous china sanitary ware, flush valves, granite worktops, and fibreglass wash basins with associated fittings.
• Carpentry & Joinery: Fabrication and installation of built-in cupboards, internal door hardware, and security bolts.
• Glazing: Mounting of copper-backed silvered mirrors with polished edges.

All works must comply with SANS 1200 specifications, National Building Regulations, and occupational health and safety legislation. The contract includes a twelve-month defects liability period and enforces daily penalty clauses for delayed completion.

Technical Requirements

• Registration & Grading: Bidders must hold a valid Construction Industry Development Board (CIDB) registration with a minimum grading of 1GB. Contractors executing electrical or plumbing works must additionally be registered with the Electrical Contractors Board (ECB) and the Institute of Plumbing South Africa (IOPSA).
• Experience Verification: Submission of stamped and signed completion certificates for at least three previously completed office building repair and maintenance projects is mandatory.
• Compliance Documentation: A valid SARS Tax Clearance Status Verification PIN and Central Supplier Database (CSD) registration report must be attached. All pricing must be fully VAT-inclusive regardless of the bidder’s tax status.
• Material Standards: All materials and components must be new and certified to meet SANS and National Building Regulations.
• Site Attendance: Mandatory attendance at a compulsory site inspection and tender briefing meeting is required; failure to attend results in immediate disqualification.
• Implementation Plan: Bidders must submit a detailed project execution plan outlining timelines, quality assurance measures, and risk mitigation strategies.

Skills and Resource Requirements

• Personnel: Detailed curriculum vitae for all proposed project managers, supervisors, and skilled artisans, demonstrating relevant qualifications and sector-specific experience.
• Workforce & Facilities: Clear scheduling of full-time labour, trainees, administrative staff, and dedicated yard/office facilities capable of supporting the project lifecycle.
• Plant & Equipment: Comprehensive inventory of required machinery, tools, and transport vehicles necessary for safe and efficient execution.
• Consortium Capability: Joint ventures or consortiums are permitted, provided a clear lead organization is identified and authorized to bind all partners to the contract.
• HSE Competency: Demonstrated ability to develop, implement, and enforce a site-specific Health and Safety Plan, including hazard identification and compliance monitoring.

Explanation of Unusual or Complicated Terms

• Prime Cost (PC) Amounts: Pre-agreed monetary allowances included in the pricing schedule for items where final selections or supplier quotes are pending. Actual costs will be adjusted post-contract award based on architect approval and verified invoices.
• 80/20 Preference Point System: A standard South African public procurement evaluation model allocating eighty percent of scoring to competitive pricing and twenty percent to socio-economic development goals. Points are awarded specifically for Black-Owned Enterprise status and business location within the Msunduzi Municipal jurisdiction.
• CIDB 1GB Grading: A statutory construction industry classification indicating a contractor’s financial and technical capacity to execute civil engineering and plumbing works up to a defined monetary threshold, ensuring competency for municipal infrastructure projects.
