Objectives

The primary objective of this tender is to develop a comprehensive, investor-ready Local Economic Development (LED) Investment Portfolio and a visually compelling Marketing Brochure for Cape Agulhas Municipality. The project aims to position Cape Agulhas as an attractive destination for both public and private sector investments across key sectors such as tourism, agriculture, agro-processing, renewable energy, ocean economy, and property development. The deliverables should facilitate investment engagement, highlight the municipality’s key advantages, and promote sustainable economic growth aligned with regional and national development strategies.

Scope

The scope of work includes:

• Identifying and documenting 10–15 investment-ready projects across targeted sectors.
• Developing an investor-friendly investment portfolio with detailed project profiles, contact details, and validation through local stakeholders.
• Creating a marketing brochure that packages and markets these opportunities visually and factually.
• Providing supporting collateral, including source files, for future updates.
• Ensuring alignment with relevant strategic frameworks such as the IDP, Western Cape Economic Development Strategy, Provincial Spatial Development Framework, and SDGs.
• Delivering the project in phases: inception report and work plan (within 1 week), first drafts (within 4 and 5 weeks), final design-ready portfolio (within 7 weeks), and print-ready brochure (within 8 weeks).

The service provider must demonstrate relevant experience, including at least 7 years in LED/investment projects, and provide references and project examples.

Technical Requirements

The technical requirements for the tender include:

• Project Identification & Documentation: Minimum of 10–15 investment projects with detailed descriptions, contact details, validation, and environmental considerations.
• Design & Content: Creation of a professional, visually appealing investment portfolio and marketing brochure, with content that clearly communicates key advantages and opportunities.
• Deliverables:
  • Inception report and work plan (within 1 week)
  • First draft of Investment Portfolio (within 4 weeks)
  • First draft of Marketing Brochure (within 5 weeks)
  • Final design-ready Investment Portfolio (within 7 weeks)
  • Final print-ready Brochure (within 8 weeks)
  • Editable source files (InDesign/Word) on handover
• Experience & References: Minimum 7 years in LED/investment projects, with at least 3 contactable references and proven expertise in project branding, design, and layout.
• Compliance & Documentation: Submission of all returnable documents, including company registration, BBBEE status, municipal account clearance, tax compliance, and project experience.
• Alignment & Engagement: Methodology must demonstrate stakeholder engagement, understanding of local socio-economic context, and integration with municipal development priorities.
• Intellectual Property: All developed data, tools, designs, and reports remain the property of Cape Agulhas Municipality.
