The primary objective is to procure professional mechanical engineering construction services for the development of a new stock theft prevention facility in Vrede, Free State. The initiative aims to secure agricultural and commercial assets through specialized mechanical infrastructure and engineered security solutions.
The scope encompasses all mechanical engineering construction activities required to deliver the project. This includes site preparation, structural and mechanical installations, system integration, testing, and commissioning related to stock theft mitigation infrastructure. The works are classified under mechanical engineering construction within the official construction discipline framework.
Tenderers must hold a valid CIDB Contractor Grading Designation appropriate for mechanical engineering construction. As indicated in the tender template, the exact minimum grading class corresponds to the final assessed tender value, with specific thresholds applying to established contractors and emerging enterprises (PE grading). All submissions must comply with the Preferential Procurement Policy Framework Act (PPPFA) Regulations of 2011, particularly regarding pricing calculations and preference point allocations. Standard provincial procurement documentation, tax clearance, and B-BBEE certificates are mandatory.
Contractors must demonstrate verified competency in mechanical engineering construction, encompassing project management, technical installation, quality control, and adherence to South African construction standards. Relevant experience in security infrastructure, agricultural facilities, or heavy mechanical system deployment is essential. The mandatory CIDB grading inherently verifies that bidders possess qualified engineers, artisans, project managers, and adequate plant/equipment to execute the works safely, on time, and to specification.
The contract will be awarded to the highest-scoring compliant tender based on:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
